Duties

Help
  • You will provide expert level cybersecurity risk management and cyber policy and strategic planner support to major ACAT I-Ill like programs to also include Military Treatment Facilities (MTFs), medical devices, and IT Systems.
  • You will negotiate and settle matters involving significant complex technical issues, programmatic requirements, or controversial issues, and lead consensus building among stakeholders with diverse and often conflicting interests.
  • You will provide cognitive problem-solving, coordination, and collaborative efforts to cybersecurity operations and risk management activities.
  • You will develop cyberspace plans, strategy and policy to support and align with Defense Health Agency (DHA)organizational cyberspace missions and initiatives.
  • You will formulate and implement security certification methods for projects/programs conforming to DOD and Federal Cybersecurity requirements and is responsible for the overall cybersecurity of projects/programs.
  • You will conduct cybersecurity testing and evaluation of operating systems, network devices, and non-traditional equipment (such as medical devices/systems)
  • You will lead a team in an agile environment, to think logically and dynamically, while leading system security control assessments for certification, authorization, approval risk analysis, reporting and continuous monitoring.
  • You will own and lead sponsor and customer relationships while providing complete and timely cybersecurity program updates.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 level Advanced within 12 months of appointment.
  • This position may require travel from normal duty station to a hostile area or CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

NO-2210-6: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and maintaining cybersecurity plans, policies, processes, and procedures.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: lead a team of analysts and engineers in an agile environment, to think logically and dynamically, while leading system security control assessments for certification, authorization, approval, risk analysis, reporting and continuously monitoring.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Work with and advise software developers, Military Treatment Facilities, and Medical Devices/Systems Vendors on Cybersecurity development/engineering tasks.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Summarizing and reporting technical findings from a risk perspective in oral form to the federal government executives.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Skills in determining and applying the appropriate rigor while conducting testing and evaluation of complex operating systems, networking hardware, and nontraditional equipment.
