Summary

Help

  • Performs special emergency acquisition support for supplies and services assignments, as directed, which may involve any phase of the acquisition area and which frequently overlap into other related functional disciplines as well.

  • Serves as the technical coordinator of such projects, obtaining appropriate resources and/or personnel to accomplish designed objectives. Projects require analyzing, appraising and evaluating a wide variety of options and necessitate extensive research to explore all viable ways to achieve management goals and to satisfy client needs.

  • When needed represents the Director and Assistant Commissioner and Commissioner, FAS in top level meetings with agencies, industry trade associations, key officials, congressional staffs, and state and local governments on matters involving the Office’s areas of responsibility.
  • Works with other recognized technical experts within the agency to develop a coordinated approach to unique problems or areas in which GSA, other Federal agencies or the private sector have previously not been involved or concerned. Participates in studies of national significance or of outstanding importance to the program area.
  • Implements decisions made by higher level agency management officials to accomplish desired objectives. Ensures that the decisions are reflected in legislative and policy proposals, in internal and external directives and subsequently, in organizational operating procedures that support governmentwide emergency acquisitions.
  • Coordinates with business line and program managers to implement training strategies to ensure the organization's talent pool is capable and efficiently addresses the changing contracting requirements of its client agencies. Assists with training on emergency support acquisition procedures.
  • Assists in the planning, implementation and coordination of comprehensive approaches to meeting FAS-wide employee development needs in contracting to ensure that employee skill levels are properly maintained to address both the technical and administrative requirements of the internal and external client base.

The GS-14 salary range starts at $122,198 per year. The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience that is directly related to emergency management acquisition and activities of local, state, tribal and/or Federal government sectors. Experience should include command and control for emergency acquisition support for supplies and services; establishment and administration of contract vehicles that support government-wide emergency acquisitions; and assisting with training on emergency support acquisition procedures.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

This position requires a current FAC-C (Professional) and a Senior Unlimited Acquisition Warrant. You must provide a copy of these documents to be considered.

  • Knowledge of all aspects of acquisition, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Knowledge of contracting methods in emergency acquisition support for supplies and services.
  • Skill in the establishment and administration of contract vehicles that support government-wide emergency and other types of acquisitions.
  • Ability to analyze contracting problems and develop sound resolutions to problems associated with the negotiation and administration of complex and sophisticated, highly visible contract alternatives.
  • Knowledge of Federal procurement laws, regulations, directives and objectives as well as Government procurement principles, contract law, and commercial business practice, and the ability to apply this knowledge to complex assignments.
  • Analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
  • Ability to present agency training and development programs to managers and outside practitioners.
