Summary

As a Management Analyst in the Office of Enterprise Strategy Management (OESM), Federal Acquisition Service (FAS), you will serve as an authority and agency spokesperson on a diverse range of programmatic issues affecting the substantive agency mission.

OESM develops and champions the FAS strategic objectives and facilitates the planning, development, implementation and operationalization of FAS strategies.

We are currently filling one vacancy, but additional vacancies may be filled.

Duties include, but are not limited to:

  • Conceives and recommends projects or studies to advance the state of the art in specialty area.

  • Management of agency projects using innovation and expertise to determine gaps and solutions.

  • Coordinates technical elements of the organization's program(s) with related activities of other government agencies, promoting mutual cooperation in areas, which can be combined for more effective results.

  • Reviews for technical feasibility and adherence with the organization's objectives and recommends actions on proposed contracts, in-house projects or other similarly broad strategic initiatives.

  • Represents the agency on projects to stakeholders on multiple major projects.

  • Develops authoritative papers and reports which state the agency's position and further the objectives of the organization's programs, publishing those which embrace new knowledge on subjects of far reaching interest.

  • Confers with key government and private officials and top experts in his/her field, representing the agency at technical symposia and conferences.

  • Conceives, initiates and monitors policies, programs and projects dealing with the most  challenging problems in the specialty area and of national significance to the agency.

  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.

  • Issues studied impact the entire region, headquarters and oftentimes the nation, in  incumbent's analysis of and implementation of innovations in business matters, ensuring the continuation of development and employment of the best in industry practices.

The GS-15 salary range starts at $112,890.00 per year.  Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.  Specialized experience is serving as technical expert developing and initiating projects that have a major impact on the agency. Experience includes:

  • recommending, developing, evaluating, analyzing, communicating and implementing complex strategic initiatives;
  • managing multiple work groups and ongoing projects requiring the monitoring of different interconnected tasks and activities;
  • implementing solutions to complex issues;
  • building trust and communications with internal and external stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Skill in professional or administrative field to plan and manage or review and recommend to top management approval of innovations (systems, operating positions, management philosophies) impacting critical agency systems or programs, typically impacting a major industry or industries.

  • Skill in professional or administrative field to generate and develop new concepts about the occupational specialty, e.g., new hypothesis and theories to resolve critical problems impacting program operations, oftentimes throughout the country.

  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.

  • Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.

  • Analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
