Summary

As a Program Evaluator, the incumbent will provide advice and assistance on all matters pertaining to FAS programs and their evaluation.

Location of position: FAS/Office of Chief of Staff.

This position is remote.  The duty location will be determined once a selection is made. 

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties include but not limited to:

  • Plans, implements, executes, manages, and reports on program evaluation activities both within FAS as well as in external entities.
  • Coordinates and expedites major program areas of interest to FAS senior executive management and the supervisor.
  • Ensures the immediate and wider employing organization’s strategic plans, mission, vision, and values are communicated and integrated into strategies, goals, objectives, work plans, and work products and services.
  • Communicates team consensus and recommendations to supervisor on actions affecting team and individual awards & recognition.

The GS-15 salary range starts at $143,736 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience includes managing government-wide and/or corporate-wide programs including strategic planning, project management, vendor management and building consensus with a diverse group of stakeholders and customer agencies. Such experience could have been gained providing program management and direction; supervisory, senior/expert technical guidance and leadership; or program analysis and evaluation.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of advanced organizational and management concepts, principles, and practices.

  • Knowledge of agency programs and administrative policies as they relate to a broad range of organizational relationships and expertise in quantitative and qualitative analytical, assessment, and evaluative concepts, tools, and techniques for application to operating program operations.

  • Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast complexity and to represent the agency at high-level meetings.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
