As a Supervisory IT Specialist, you will provide day-to-day operational and strategic leadership and oversight for the Division, working closely with staff to ensure delivery of mission critical IT application development and operations’ services, across a broad range of technologies, in direct support of the Federal Acquisition Service (FAS) mission within applicable Service Level Agreements.
The Office of Acquisition Information Technology Services (IDQ) provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. Additionally, IDQ provides cloud integration technology functions as a shared service for all of GSA IT.
You will perform the following duties:
Be responsible for the day-to-day personnel management and operations of the division to ensure productivity and efficient use of resources, sets and adjusts short-term priorities; perform hiring, performance management, mentorship, coaching, recognition, and leave approval for government personnel.
Be responsible for Division financial management, to include, but not limited to: budget formulation and execution, IT acquisitions and purchases, and determines the best approach or solution for resolving budget shortages.
Partner with the Federal Acquisition Service (FAS) in order to ensure the system meets business requirements, and provides consultative support to improve business process/practices, in coordination with technology modernization and transformation initiatives.
Foster best practices around digital strategies and emerging technologies; loosely coupled architectures with the overall goal of delivering more capabilities that enable the mission in more effective and efficient ways.
Review and monitor program and project progress and adherence with the organization's vision, mission, and objectives, recommending actions and proposed changes to ensure these projects are successful and remain in alignment with strategic initiatives; proactively identify potential issues which may impede their successful implementation.
Serve as a liaison to senior leadership within the agency to convey information regarding enterprise application activities, policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed.
Review and/or prepare highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in term of current and/or future programs.

The GS-15 salary range starts at $143,736.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience managing, supervising and/or leading a diverse team of information technology (IT) professionals supporting various business organizations/models to deliver Cloud-native digital products, platforms, or services using modern software development methodologies (e.g., Human Centered Design, Agile Development, and DevSecOps, etc) to improve business outcomes and user experience. Experience must include:
Consulting and advising business customers in the development of product vision, roadmap, identification of user needs, and implementation plan to achieve specific business outcomes;
Leading large transformation initiatives to modernize complex legacy business systems and transform business operations into streamlined digital services;
Implementing and managing data management solutions and integration technologies for business line applications;
Managing a detailed 5-year budget formulation, IT support contracts, Cloud spend, and performance related to all aspects of application development, operations, and maintenance;
Assessing emerging technologies to determine feasibility in terms of cost, alignment to IT Strategy and ecosystem, security standards, and applicability to solving a specific business problem; and
Prioritizing and assigning work, assigning resources to projects, recommending training, counseling, awarding, motivating team members; and other administrative tasks of supervising (e.g., approving leave, approving timesheets, conducting performance reviews, etc.)
