Duties

Help

Provides oversight to the Senior Technical Operations Watch Officer (STOWO) team in the Joint Air Traffic Operations Command (JATOC) at the Air Traffic Control System Command Center (ATCSCC) who supports the JATOC ATO Watch Officer (AWO), and collaborates with all other JATOC team elements within the FAA ATCSCC Command Center to provide timely, clear and concise information needed for effective management of real-time events.


Provides day-to-day direction over 5-7 subordinate managers, and integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Requires extensive collaboration and coordination with other ATO and FAA organizations as well as external agencies and organizations. Manages multiple 24/7 operational teams responsible for real-time oversight and operational status monitoring of NAS facilities and services, as well as enterprise service level monitoring, and cyber-security monitoring of the FAA’s Operational IP Network, (NAS critical services network).


Directs the work of subordinate employees and managers of multiple organizational units. Enterprise Control Center (ECC) teams are responsible for monitoring enterprise level services, data-center infrastructure, and hosted systems to pro-actively identify, isolate, and troubleshoot anomalies and trends affecting enterprise services. The ECCs primarily interface with customers of the services, coordinating maintenance and restoration activities and identifying concerns that could have the potential to affect the delivery of the enterprise service.


Sets priorities and deadlines, assigns tasks and responsibilities, approves leave, and take or approve corrective/disciplinary actions as appropriate. Additionally, monitors and evaluates performance of organization units, managers and employees, coaches and develops staff and organizational capabilities. He/she is responsible for strategic planning and communicating the organization's vision and objectives. Develops organizational goals and activities and builds a shared vision that incorporates the goals of the agency, the service unit, and the directorate.


Applies detailed knowledge of the technical aspects of the work directed, detailed knowledge of the applicable Collective Bargaining Unit agreement(s) and other administrative policies and procedures, and an understanding of the vision and objectives of the organization when communicating plans and strategies. Operational Control Center (OCC) teams are responsible for remote management of NAS services and systems. The OCCs oversee system performance and restoration and coordination activities, assisting with reconfiguring services to minimize interruptions and mitigate impact to critical NAS operations. The NAS Cyber Operations (NCO) team monitors the NAS operational IP network identifying potential security issues and coordinating remediation activities for identified security events. The NCO is staffed with personnel who have extensive experience in IT security operations as well as significant NAS and FAA knowledge.


Oversees timely restoration, mitigation, and upward reporting of NAS infrastructure or systems, enterprise services, or cyber security events. Evaluates proposed changes to NAS services and systems and reports significant NAS enterprise events and tries to senior management. Defines, allocates, and manages resources and requirements for a virtual organization located across the Nation. Identifies efficient and effective uses of resources while ensuring cost effective business solutions and services are implemented and/or
validated.


As the primary point of contact for policies/procedures or projects/programs, he/she may represents the Agency at national conferences/meetings regarding issues that have significant political attention or impact to services.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience managing and/or leading 24/7 operational teams responsible for real -time oversight and operational status monitoring of NAS facilities and services, to include enterprise service level monitoring, and cyber-security monitoring of the FAA’s Operational IP Network, (NAS critical services network).
