This position is being advertised at both the EN-03 and the EN-04 with the following salaries in Oak Ridge, TN. The EN-03 pay band ranges from $86,962 to $138,492. The EN-04 pay band ranges from $122,198 to $195,482.

As a Information Technology Specialist you will:

  • Serve as a Cybersecurity Specialist in the Y-12 Field Office (YFO) responsible for overseeing cybersecurity operations of the Management and Operating (M&O) contractor for the Y-12 National Security Complex (Y- 12).
  • Serve as a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Cybersecurity Federal Official for all Y-12 classified and unclassified IT and OT systems that support multiple federal mission essential functions.
  • Serve as the NNSA Y-12 Field Office representative for cybersecurity issues and processes with a focus towards addressing and satisfying government cybersecurity standards and requirements.
  • Represent YFO on DOE/NNSA committees, task forces, or working groups for cybersecurity issues, policies, standards, guidance, and practices to address DOE/NNSA opportunities, challenges, or problems relating to the security of IT, OT, information management, and telecommunications.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.   • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENT FOR EN-3

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., NN-02 or GS-11. Specialized experience for this position is defined as:
  • Conducting reviews/evaluations to determine the adequacy of IT/OT for compliance with federal requirements; and
  • Using risk assessment techniques to identify vulnerabilities of Information Technology systems; and
  • Experience in analyzing complex cybersecurity plans; applying the Risk Management Framework principles to an accreditation plan for a cybersecurity system making risk-based decisions; and/or devising new and innovative measures for the protection of computer systems.
Examples of Qualified Experience:
1. Experience applying IT security, technical, and administrative aspects of information management, information assurance, automation, and emerging technologies.
2. Experience using the principles of cyber security and development of cyber security policy, procedures, and standards.
3. Experience related to assessing the capability of current and proposed organizational structures and funding levels to achieve program objectives.
4. Experience making recommendations to senior leadership concerning overall plans and proposals for complex IT project, related to ensuring the efficiency and effectiveness of operations and timely resource provisioning.

SPECIALIZED EXPERIENCE REQUIREMENT FOR EN-4

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 or GS-13. Specialized experience for this position is defined as:
  • Experience serving as a senior management official with the authority and responsibility for overseeing the security of Management and
  • Operating Contractor operated IT and OT systems and operations; and/or
  • Overseeing the efforts of Management and Operating Contractor IT and OT submit matter experts across various domains; and/or
  • Serving as an organizational primary representative for IT and OT programs/projects.
Examples of Specialized Experience:
1. Experience in IT systems design, system controls, and project management techniques to perceive vulnerabilities.
2. Experience using the principles of cyber security and development of cyber security policy, procedures, and standards.
3. Experience making recommendations to senior leadership concerning overall plans and proposals for complex IT project, related to ensuring the efficiency and effectiveness of operations and timely resource provisioning
