As a Program Analyst (Data Analytics), you will consult with stakeholders and customers to identify the appropriate data, methodological approach, and design.

Duties

Help

  • Provides expert advice to Division and Agency level leadership in leading and coordinating the efforts of other Agency professionals and contractors in solving complex and far reaching data relevant issues and problems for a wide range of systems, applications and customers.
  • Derives meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data.
  • Translates the results of analysis into clear, actionable communications that equip Agency decision makers to make informed, data-driven decisions about digital product development and IT strategy.
  • Uses the results of data analysis to create metrics for analysis, establish quantitative benchmarks for program evaluation, and keep management apprised of program changes.

The GS-14 salary will be determined upon Duty Location after selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized Experience: 

 Specialized experience MUST include experience:

  • Administering analytic approaches in data collection, preprocessing, Exploratory Data Analysis (EDA) and analysis activities by designing/implementing programming language codes (e.g., Python, Structured Query Language (SQL), or PySpark), feature engineering, and machine learning/AI tool implementation;
  • Evaluating machine learning/AI tools (e.g., natural language processing (NLP) or large language models (LLMs) to extract insights from unstructured and/or multidimensional data;
  • Using scientific methods to present project management based data science projects;
  • Assessing resource utilization using Project Management tools (e.g. Smartsheet or Microsoft Project);
  • Presenting findings using data visualization tools, programming languages, and software applications (e.g., Google Looker Studio, Tableau) to support evidence-based recommendations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Extensive knowledge of IT project management and data security principles to provide expert guidance to IT applications personnel.
  • Detailed knowledge of system interrelationships, sources of data, flow of information and availability of data among the various users, governmental agencies, private sector organizations, and the States.
  • Broad knowledge of governmental database policies, procedures, standards and authorized system design approaches to facilitate long-range planning and forecasting of IT database resources. Expert knowledge of database applications programming and analysis techniques.
  • Broad knowledge of communication and negotiation techniques, to establish and maintain effective working relationships with representatives of other Federal, State, and local governmental agencies, and private sector organizations.
  • Extensive knowledge of, and skill in applying principles and approaches to collecting, analyzing, and interpreting data in government, and civic space.
  • Expert knowledge necessary to identify data that are available and relevant to the development of products, including internal and external data sources, and in leveraging new data collection processes performing all phases of the systems development life-cycle required in the design, development, and implementation of new product initiatives and features.
  • Expert knowledge of data warehouse technology and skill in applying such knowledge in order to provide technical guidance to a team of data analysts, data scientists and relevant product team members on the collecting, analyzing and interpretation of Agency data. The incumbent has working knowledge in the integration of multiple products that will leverage this data.
  • Extensive knowledge of quantitative and qualitative analysis techniques sufficient to utilize the results of research and analytics to influence product planning, design, and the prioritization of product features.
  • Skill in applying forward-thinking design and development principles developing, delivering, and managing products or services.
  • Skill in using data visualization and both written and verbal communication techniques to provide visibility into project progress, communicate blockers, and practice human-centered design throughout the stages of the project lifecycle.
  • Mastery of at least one of the following data programming languages or statistical tools (or their successors or analogues), as well as significant experience with at least one additional language or tool (or their successors or analogues), in the development, maintenance, and support of data ingestion, analysis, and interpretation:· Python, SQL, R, SAS, JavaScript (full-stack), Scala, Sci-Kit Learn.
