Duties

Serves as an analyst on a cross-functional team responsible for conducting historical and predictive trend analysis, integrated products and work activities that typically impact directly on the tactical and strategic objectives of the service area (SA) organizational units that often have impact on the objectives of the FAA as a whole. Performs multiple, varying, and complex assignments under the minimal direction of the manager. Applies experience and comprehensive knowledge in performing the following:

Serves as a subject matter expert (SME) who specializes in the development of new and innovative approaches, methodologies, techniques, and process improvement, e.g., business acumen. Supports evaluating the relationships between major program changes and status of organizations through partnership with analysts and SMEs to create actionable products that provide predictive and prescriptive analytics to enable informed management decisions.

Team member supports SC groups in conducting requirement interviews, analyzing documents, and drawing connections so that Service Unit (SU) organizations are able to develop clear business decisions and formulate processes using task and workflow analysis, i.e., Business Analysis Body of Knowledge (BABOK) baseline standards. Evaluates multiple sources to resolve conflicts and differentiate between actual and required user needs while effectively communicating with internal teams and external organizations to deliver functional requirements. Requires a high level of problem solving that may involve data or systems analysis to determine causal factors, identify, and affect solutions. Work is rarely reviewed, typically through status reports and at project completion to ensure policy compliance, alignment with requirements of projects and success in achieving planned results. ·

Through partnership with the SA analysts or SMEs, provides advice to SA leadership for proper program planning and effective decision-making. Uses strong analytical reasoning to understand end user's requirements and transform them into operational application. Develops and recommends approaches to address current and anticipated problems and issues. Works with SA analysts or SMEs to identify and resolve challenging problems or issues that often cross-organizational boundaries and impact the accomplishment of strategic objectives. Defines and develops internal policies and procedures; predicts potential issues and proposes preventive actions using business analysis techniques.

Communicates and works closely with FAA Headquarters staff and management. Participates on workgroups that formulate and make recommendations to senior management positions on major projects, policies and issues. Prepares, reviews, and recommends approval of major reports on projects, programs and other work activities for internal and external distribution. Supports the team in developing briefings to convey strategic vision and/or organizational policies to internal and external audiences. Principle partner to mentor SC/SA analysts and SMEs in order to champion analytics based reporting and the overall improvement of analytical capabilities in the Service Area. Supports team leaders as they prepare SA and I SC management to expect fully formed answers, value added recommendations, and analytics based reporting as: the normal course of decision-making.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include: Skill in analyzing data trends, identifying policy considerations and solutions, project management skills, coordinating or managing projects, teams and meetings.

Security Requirements: Moderate Risk (5): This position requires completion & favorable adjudication of a Moderate Risk Background Investigation (Tier 2) background investigation prior to appointment, unless waiver is obtained.

This position is not eligible for remote work. Selectee will be required to report to the ANM Regional Office and is eligible for telework.
