This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative
worksite (typically the employee's home). Positions include routine telework and remote work arrangements. The duty station of the selectee for this position can be anywhere within the Southeast Sunbelt Region: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

As a General Attorney, the incumbent provides legal services to the General Services Administration service and staff offices, regarding any legal issue or legal problem arising out of performance of its mission. Incumbent is required to be or become professionally conversant with all applicable federal laws as well as applicable laws of the states in which the position is located.

The incumbent must possess comprehensive knowledge of the Federal conflicts of interest laws and standards of conduct rules and procedures.

Some of the Major Duties include:

  • The incumbent reviews for legal sufficiency and advises on Invitations for Bids for real property disposal auctions and Solicitations for Offers for the construction, alteration, and repair of public buildings and the Government's evaluation thereof. Advises contracting officials in the administration and termination of contracts, and in resolving any claims or disputes relating to such contracts.
  • Provides legal review and guidance on  initiatives involving procurements to include pre-solicitation, pre­award, and post-award administration matters.
  • The incumbent, with requisite research or knowledge in the field of real estate and environmental law, participates in consummation of many varied disposals, exchanges, transfers, and donations of real property.
  • Assists realty specialists when complex or controversial legal questions or concerns are raised concerning the acquisition, management, lease administration, or disposal of real property. 
  • Furnishes legal advice to officials on the interpretation of the law and regulations, opinions, and decisions of the courts, administrative boards, Comptroller General, etc. 
  • Represents the interests of the agency or serves in proceedings before the Government Accountability Office, Agency Protest Official, Civilian Board of Contract Appeals, Court of Federal Claims, and federal and state regulatory bodies.
  • Reviews correspondence and legal documents prepared by GSA Services and Staff Offices for legal sufficiency or prepares such correspondence and legal documents.
  • Prepares reports to the General Counsel, Comptroller General or the Civilian Board of Contract Appeals with regard to mistakes in bids,  protests of awards, and administration of contracts.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year trial period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security (DHS) e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.

The GS-13 salary range starts at $103,409 per year. (based on Step 1, outside of locality pay areas) to $143,181 (Locality Pay Area of Miami-Fort Lauderdale-Port St. Lucie, FL). Locality pay will be determined once the duty location has been established. Please note the duty location for this position will be within the Southeast Sunbelt Region: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must possess all of the following:

  1. Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least the initial professional law degree (J.D.); and 
  2. Bar Membership: You must be an active member of the bar in good standing of a State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico; and 
  3. Experience: Applicants must have at least two years of experience as a licensed, practicing attorney, with specialized experience providing oral and/or written advice onstatutes, regulations, and other authorities for legal accuracy and compliance. Experience includes writing legal opinions and rendering legal assistance to respond to requests from officials. At least one year of this specialized experience must be equivalent to the GS-12 level in the Federal service as described above.
