WHAT IS THE TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services (TS - formerly known as W&I) Service Centers Kansas City Submission Processing - Input Correction Operations
The following are the duties of this position at the full working level.

  • Researches a variety of sources, analyzes, and initiates actions on tax issues obtaining applicable returns, schedules, and all required information for correction of accounts and records; verifies, analyzes and adjusts taxpayer accounts.
  • Secures payment of delinquent taxes and filing of delinquent returns. Determines financial, levy source, adjustment and uncollectible information; advises taxpayers of appeal procedures.
  • May serve as a technical advisor, OJT coach, classroom instructor, or reviewer, and provide technical assistance on systemic problems and inconsistencies in IRMs.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

This is a formal development program. This opportunity is currently open to Submission Processing employees at the grade 3/4/5 level who are performing at or above the fully successful level in their current position. Applicants selected to participate in the Reskilling Academy will have the opportunity to gain the skills necessary to qualify for a Tax Examiner position. Applicants must successfully complete all phases of training and assessments to be eligible for placement in this position. Applicants unable to successfully complete the required training will be removed from the training academy and will return to their normal duties.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:
Applicants successfully completing all phases of the training and assessments associated with the Reskilling Academy will receive a Skills Achievement Certification and will be offered placement in a Tax Examiner position.

GS-5 LEVEL: To qualify at this level, you must demonstrate experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Applicants successfully completing the TS Reskilling Academy will receive a Skills Achievement Certification demonstrating their completion of an accelerated training program that demonstrated the skills, knowledges, and abilities necessary to meet these requirements. Applicants successfully completing the training will have successfully demonstrated the necessary skill level in the following:

  • Customer Service (Clerical/Technical)
  • Listening
  • Manages and Organizes Information
  • Oral Communication
  • Problem Solving
  • Technical Competence
  • Technology Application

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • Tour of Duty:
    • Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
    • Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m.
  • The Reskilling Academy program will be held at the IRS Kansas City Consolidated Campus, 333 W Pershing Road. Kansas City, MO 64108 (MO1937) daily with no AWS available. Employees successfully completing the program may be placed at 333 W Pershing Road. Kansas City, MO 64108 (MO1937). Permanent status will be offered to graduates who are not permanent.
