Serves as a technical advisor for health systems strengthening and health financing and economics, helping to formulate policy and programming guidance for strategic program planning.
Prepares concept papers and background analyses for new activities and drafts, project papers, project evaluation summaries and other project documentation.
Provides technical advice, guidance, and support to Missions, Non-Government Organizations and host countries on the design, implementation, and evaluation of health system and health financing projects.
Serves as Contracting Officer Representative/Agreement Officer Representative (COR/AOR) as needed; managing and evaluating major centrally managed grants, cooperative agreements, and contracts in health system strengthening.
Prepares or coordinates preparation of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of health system strengthening and health financing.
Must be able to obtain and maintain a Secret security clearance.
Males born after 12/31/1959, must be registered with the Selective Service.

Qualifications

Basic Education Requirement: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Specialized Experience: GS-11: In addition to the basic education requirement, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Supporting implementation of health financing or health systems strengthening for HIV/AIDS programs in low- and middle-income countries; b) Developing reports, briefings, or presentations related to health financing or health systems strengthening for HIV/AIDS programs in low- and middle-income countries; AND c) Analyzing health financing data from low- and middle-income countries.
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience: GS-12: In addition to the basic education requirement, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-11 level in the Federal service.
