Duties

Help

As a IT Specialist (INFOSEC), you will be responsible for providing the technical expertise necessary to ensure that FAS products and services meet information security (INFOSEC) requirements in response to Government needs. You will also,

  • Develops and recommends technical solutions and provides technical guidance in IT security implementation to Federal agency clients in accordance with the Federal Information Security Management Act (FISMA), Executive Orders (EO), Federal Information Processing Standards (FIPS), National Institute of Standards and Technology (NIST), and Cybersecurity and Infrastructure Security Agency (CISA) requirements.
  • Maintains expert knowledge of current IT and telecommunications technology and of associated emerging technologies and their applicability to customers. Monitors and analyzes technological changes and developments associated with these technologies. In addition, is familiar with vendor operating models, industry trends and changes to those models related to new technologies.
  • Assists with the development of new programs and contracts and existing programs and contracts to ensure the most current IT cybersecurity support technologies and services are being made available to customers.
  • Uses expert knowledge of information systems risk analysis to participate in risk and vulnerability assessments of client information systems and vendors to identify vulnerabilities, risks, and protection needs to include cybersecurity supply chain risk.

The GS-14 salary will be determined based upon duty location after selection.


To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience managing information systems programs and projects; designing developing, managing, and implementing IT projects that meet current and future business requirements for an organization or government-wide system. Such work must include project planning and oversight for the implementation of new systems and/or major changes to existing systems, requirements identification, acceptance and usability testing; identifying requirements and administering contracts for IT professional services and systems; and providing advice on and devising solutions to a wide range of IT issues

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Expert knowledge of IT laws, regulations, methodologies, and/or policies to provide sound and authoritative technical guidance on all security related issues. Mastery of laws and regulations governing the acquisition and use of information technology.
  • Mastery skill in oral communication to make formal and informal presentations and to present sensitive recommendations to higher level management. Ability to communicate with current and potential clients, including the ability to effectively define and describe FAS services and capabilities, and to rapidly develop an understanding  of clients’ needs and to address them. Ability to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity, and to represent the agency on interagency task forces.
  • Expert skill in written communication to formulate policies and procedures and to prepare clear, concise statements of work, reports, project plans, and technical analyses.
  • Mastery knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to information assurance processes.
