Duties

Help

The Office of the Citizenship and Immigration Services (CIS Ombudsman) mission is to assist individuals and employers in resolving problems with U.S. Citizenship and Immigration Services (USCIS) by providing individual case assistance and making recommendations. The Data Analyst will serve as a member of the CIS Ombudsman's Public Engagement division and report to the Assistant Chief of Public Engagement by building on existing data processes to develop more efficient ways of capturing, storing, manipulating, and analyzing data (mostly unstructured) related to trends raised by external stakeholders about immigration services and benefits. The ideal candidate would be able to use innovative problem solving and critical thinking to eliminate routine work, reduce data entry errors, and refine data frameworks.

The Data Analyst will:

- Facilitate the creation and capture of data by the Public Engagement division.
- Clean and manage data.
- Develop data processes and standards to ensure the integrity and accuracy of data and dashboards.
- Identify solutions to data questions and visualization issues without complicating the data creation process.
- Ensure accurate data and analyses are conducted that enable leadership to meet reporting requirements, foster data-driven decision making and effectively tell the story of the CIS Ombudsman's external stakeholders.
- Employ analytical techniques to formulate and solve problems.
- Determine sources of data, plan, and conduct test(s) to validate study findings and conclusions.
- Work with the office's program analyst (data analyst) to integrate and visualize data between the Public Engagement, Policy and Casework divisions.
- Other duties as assigned.

Qualifications

Qualifications required:

  1. Experience cleaning and managing data and developing data processes and standards to ensure data integrity.
  2. Experience solving data questions and visualization issues.
  3. Experience conducting data analyses.
  4. Ability to take initiative and work with minimal supervision in a remote environment.
  5. Experience facilitating the creation and capture of data by non-data experts and providing solutions without complicating the data creation and entry process.
  6. Ability to originate new ideas, projects, and methodologies, and execute projects and/or studies within established financial and/or time constraints.
  7. Knowledge of quantitative techniques and methods used to resolve problems or define and clarify alternative solutions.
  8. Experience with data specific to U.S. immigration issues or ability to learn these concepts in order to transform qualitative information into quantitative data.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
