Duties

Help
  • Assist the Technical Director and support the Program Managers in managing and implementing complex applied Civil Works research programs to maximize the Environmental Laboratory's ability to execute an effective, research and development program.
  • Support the Technical Director and Program Managers in the development of sound and defensible environmental engineering and science R-D programs relevant to USACE environmental user needs and requirements;
  • Assist the Technical Director in providing timely responses to data calls (oral and written ), including prompt development of storyboards, briefings, and scope/schedule/budget for initiatives as needed;
  • Advise the Technical Director on strategic direction and program/staffing/funding decisions; requires strong leadership skills, rapid information and data assembly , formulation of short- and long-term impact assessments.
  • Directly support and develop technical and strategic initiatives affiliated with EL Civil Works direct and reimbursable programs
  • Define, establish, and direct organizational focus on challenging and highly complex strategic areas of interest to ensure integration of Civil Works R-D activities across all functional programs and strategic focus areas.
  • Engage with key USACE Districts/Divisions; other ERDC CW Business Line ATD’s, academic and federal/state organizations;
  • Attend conferences/workshops, seminars, and read current literature to maintain professional knowledge in relevant Civil Works environmental topics.
  • Ensure integration of historical and current CW R-D activities across all functional ERDC programs, maximizing the EL's ability to execute an effective, quality research and development program.
  • To the extent possible, generate, cultivate, and implement research and reimbursable work
  • Interact with the ERDC Civil Works Research and Development Area Leadership Team and others regarding the implementation of existing programs and the development of new ones.
  • Provide customer care and support to ERDC and EL outreach initiatives
  • Support technology transfer and the technical missions of the EL, working closely with the Laboratory's management team including Executive Office, Technical Directors, Division Chiefs, Branch Chiefs, and researchers

In addition to meeting the basic requirement above to qualify for this position, you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: One year of specialized experience which includes conducting research in the areas of environmental science, environmental engineering, ecology, ecological restoration, aquatic plant control or similar field. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-04 (GS-14).

In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. If you are a Lab Demo employee submitting your resume for the first time, or if you have previously submitted your resume without your most recent score, you must submit your resume now with the following statement to be included in the section on your training: Current Performance Rating 2.5.
