The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). This position is responsible for meeting the congressional intent of the Chief Financial Officer Act.
Directs financial management policy in support of the ARNG military organizations and units.
As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state.
Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies.
Implements appropriate courses of action as best suited for the state.
Writes, implements and maintains an effective system of financial management controls for the state ARNG. Ensures accurate accountability for Federal funds and provides full disclosure of financial actions in compliance with statutory requirements, regulations, directives, procedures, national and local policies.
Recognizes potential problem areas through detailed risk analysis and vulnerability assessments to determine requirements for special management control studies and operational reviews.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposition is mandatory.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This is a financial management level 3 certified position. Incumbent is required to complete all DoD and Dept of Army level 3 requirements of this certification program within 2 years of assignment.
Irregular and compensatory hours may be required to support operation requirements or contingencies.
Incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.(NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL. In addition to the basic requirements, applicants must possess the specialized experience.
One year of experience at the GS 12 grade level or equivalent pay band in other pay systems in the Federal Government, which includes: 1) Establishing and maintaining an integrated system of financial staff services; 2) Recommending, developing, and implementing budgetary/financial policies; 3) Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization programs and activities; and 4) Experience in leading, supervising, motivating and counseling employees.
Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
