Summary

This position is in the General Services Administration (GSA), Office of the Deputy Administrator, Project Management Office (PMO) for the Technology Modernization Fund (TMF).

As a Lead Business Operations Specialist, the incumbent is responsible for carrying out a variety of important assignments in connection with the financial management and activities of the TMF PMO.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

  • Provides broad support to leadership involving tracking  initiatives, formulating and managing budget, preparing budget justifications, and preparing and delivering key executive communications and briefing materials.
  • Develops forecasts for the organization fund, both original funds, the American Rescue Plan (ARP) fund, and repayments.
  • Responsible for the overall review and coordination during the budget formulation/execution phase. 
  • Reviews all components of the budget execution process, assuring the integrity and accuracy of the information reported.
  • Provides leadership, expert assistance, and authoritative advice on interpretation of governing policy in the designated program areas. 
  • Works extensively with agency subject-matter experts and senior agency officials to review and analyze the directive content to ensure clarity and value. 
  • Conducts special projects and strategic analysis on a broad range of classified, confidential, sensitive projects or assignments, involving controversial issues of public interest and complex subject matter, to resolve unyielding problems.
  • Processes and ensures effective presentation, support, and justification of products/services supporting the organization mission and statutory requirements and/or the policies, plans and evaluation methods used by federal agencies, and the Office of Management and Budget (OMB).

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).

The GS-14 salary range starts at $122,198.00 per year. Locality pay will be determined once the duty location has been established.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as:

  • Managing, planning, budgeting, execution, and assessment, from a cost, scope, and schedule standpoint of program and project management.
  • Leading an administrative staff of employees to effectively accomplish the daily and long-range operations of an organization.
  • Applying quantitative and qualitative techniques such as economic models, cost-benefit analysis, queuing approaches, decision analysis, root cause analysis and systems analytics in evaluation and presentation of policy/program operations and activities.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of principles, theories, and practices of governmental budgeting, accounting, and financial management to develop and implement new or revised policies and procedures.
  • Skill in dealing diplomatically and tactfully with all levels of management and peers. 
  • Skill in collaborating across boundaries to build strategic business relationships to achieve common goals and resolve sensitive issues.
  • Ability to use sound judgment, ability to effectively communicate with senior management within and outside the Government, and the capability to work effectively across cross-functional teams.
  • Ability to make well-informed and objective decisions, perceive the impact and implication of decisions, commit to action even in uncertain situations, and to accomplish organizational goals.
