Summary

As a Project Manager you will perform high level broad functions which include but are not limited to consulting and working with both the Central Office and the 11 GSA regions on capital construction for large, complex and politically sensitive projects. 

This is a remote position with GSA, PBS Office of Project Delivery, Center for Construction Excellence: Construction Excellence Program Lead.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

  • Provides broad advisory services and consults on the development of comprehensive and detailed project plans, detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Determines budget impact and establishes the methodology and framework, resource requirements, priorities, risk identification and mitigation, project estimates. Advises on the selection of project delivery method and execution strategy. Establishes program objectives and units of measure for determining when objectives have been met. Evaluates project execution and performance against national criteria established to assess project health and works with the regions to formulate corrective action plans on an ongoing basis.
  • Continually updates stakeholders within the Office of Design and Construction, other PBS business lines, and within the various regions with regard to project issues and status. Briefs key leadership on project status including cost impact, feasibility, alternatives, issues, recommendations, and project execution and delivery.
  • Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress. Leads and manages program management and quality control initiatives. Serves on process improvement teams, and on various other teams that look for ways to improve operations and effectiveness in the Office of Design and Construction, with other PBS business lines and/or PBS as a whole.
  • Drafts guidance and provides direction regarding program management and reporting. Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.

The GS-14 salary range starts at $122,198 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is applying advanced concepts, practices, and methodologies of project management to service large, complex new construction, modernization and lease construction projects. Such experience must reflect experience performing planning, scheduling, budgeting, estimating, cost analysis and control, tracking, reporting and forecasting for such projects.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Knowledge and understanding of the GSA funding processes, the Federal budget process, and principles of budgeting of capital asset acquisitions.
  2. Skill in budgeting, planning, scheduling, cost analysis, tracking, controlling, reporting, forecasting, estimating, coordinating resources, motivating and teambuilding for major design and construction and related activities to perform high level project and program management functions.
  3. Knowledge and extensive working experience in utilizing the full range of qualitative and quantitative analysis techniques and methodologies necessary to assess project requirements and project health, and to develop recommendations for project recovery which meet the National Office's goals, as well as integrate the goals and objectives of the regions and various other stakeholders.
  4. Skill in utilizing assessment and evaluation techniques, cost/benefit analysis, capital acquisition planning, risk management, knowledge management, and forecasting to ensure effectiveness and efficiency in project, program management work.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
