  • Provides technical and administrative supervision/oversight to the assigned organizational staff. Oversees the daily operations of the organization. Ensures  higher-echelon guidelines and priorities are followed. Plans and assigns work; sets and adjusts priorities; and monitors progress in completion of assignments. Develops performance standards and evaluates work  performance of subordinates. Gives advice, counsel, and instruction to employees on technical and administrative matters.
  • Serves as a senior level procurement analyst and provides expert acquisition policy and compliance advice on information technology (IT) activities. Initiates, develops, and recommends acquisition policies, procedures, guidance, and control for the ITC business portfolio. Initiates, develops,  recommends, coordinates, and implements  procurement policies, compliance and guidance associated with the full range of ITC services. Develops position papers to respond to specific procurement issues and developments.
  • Reviews and monitors contract activities to  ascertain compliance with acquisition statutes, regulations, policies and procedures and to  assess the organization's efficiency and effectiveness in performing procurement functions.
  • Conducts and directs subordinates on internal quality assurance reviews associated with ITC contracts. Reviews contracting and contract modification records for consistency with prescribed procedures as well as for soundness of decision. Initiates, recommends, and implements quality improvement techniques to improve the processing of contracting actions.
  • Continuously reviews and evaluates existing procurement policies and operating procedures to ensure consistency with procurement regulations and directives from higher authorities. Ensures all active internal guidance remains current, assesses the  impact of new procurement laws and  regulations on the ITC organization, and formulates appropriate policy and implementation procedures. Drafts new policy guidance to implement changing procurement laws and regulations as they pertain to the work of the organization.

The GS-14 salary range starts at $122,198 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

To qualify, applicants must meet the certification, experience, and educational requirements listed in (A) and (B) below. Applicants may also qualify for this position if they meet the exception requirements described in (C) or the Waiver requirements listed in (D) below.

 (A) Possession of required certification FAC-C (Professional) or DoD Contracting Professional Certification and at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the  GS-13 level in Federal service, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND

(B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(C) Exception: Federal employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000 and meet the specialized experience requirements. However, they will have to meet the basic requirements and specialized  experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

(D) Waiver: The senior procurement executive of the selecting agency may waive any or all of the requirements of Paragraphs A and B and certify that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience providing technical advice, guidance, strategy, and resolution for acquisition  policy and developing and monitoring compliance programs and related training programs that are essential to the mission of the agency  and/or organization. This experience must have included responsibility for all of the following: developing, revising, and/or implementing acquisition policy in response to program issues; developing, implementing, and monitoring compliance programs; establishing and managing acquisition workforce development and training programs and plans; collaborating with internal and external stakeholders on procurement policy and compliance issues in order to develop and implement strategies that foster efficient and effective acquisition operations; analyzing unique or controversial acquisition policy and compliance issues, and providing interpretation and applicable action; and managing acquisition integrity functions, such as internal procurement management reviews and audits.

  • Expert skill in directing organizational activities  through the development of effective internal  policies and techniques. The incumbent must be  able to examine, determine, and minimize the  impact of policy decisions on organizational and  contractual goals. Skill in interacting positively with  individuals at all levels within the GSA, stakeholders, Information Technology industry, etc.
  • Expert knowledge of contracting methods in  technically advanced IT areas. Expert knowledge  of and skill in interpreting laws, regulations,  principles and policies to generate new  procurement concepts and to provide expert  technical leadership, staff coordination and consultation in functional areas of procurement.  Expert skill in analyzing quickly and soundly  contractual problems and developing sound  resolutions to problems associated with the  negotiation and administration of complex and  sophisticated, highly visible contract alternatives.
  • Skill in written and oral communication, particularly with regard to the presentation of  matters before various categories of recipients  (i.e., within and outside the federal community)  and in the development of procurement policy).  Expert knowledge of and skill in formulating policy associated with the administration of long term, high value, high profile, and complex contracts.  Expert skill in coordinating efforts with others for  the advancement and achievement of  organizational and contractual goals. 
  • Expert knowledge of federal procurement laws, regulations, directives and objectives as well as  government procurement principles, contract law, and commercial business practice, and expert skill  in applying this knowledge to assignments. Expert  knowledge of practices, theories, techniques, and methodologies of organizational management  necessary to accurately assess operational  effectiveness and to devise appropriate problem resolution methods.
