Help
  • Supervise the division staff performing technical and administrative personnel management responsibilities.
  • Plan the work of subordinates including priority assignments and schedules for completion
  • Assign work in accordance with priorities or special requirements considering difficulty and complexity of assignments.
  • Ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests.
  • Develop and issue solicitations with appropriate provisions, well defined statements of work, and appropriate award factors.
  • Resolve and execute contract audit recommendations in a timely manner while fully protecting the Government’s interests.
  • Identify potential funding and production problems and initiate remedial or corrective actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Must be able to obtain and maintain a contracting officer warrant.
  • One supervisory year trial/probationary period may be required.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 15% for this position.
  • This position may require travel by military or commercial aircraft or motor vehicle on temporary duty to locations within and/or outside the continental United States.
  • This position requires the wear and use of prescribed personnel protective equipment.
  • This position may require working irregular hours and/or overtime.
  • This position requires the incumbent to be able to obtain and maintain a valid state Driver's License.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
One year of specialized experience which includes 1) Performing Pre-award for the acquisition of services or supplies such as writing acquisition strategies, determining price reasonableness, or determining contractor responsibility to complete the phases of a contract; 2) Performing Post-award for the acquisition of services or supplies such as monitoring contractor performance, issuing non-conformance reports, or executing contract closeout to complete the phases of a contract; and 3) Leading a group of employees within a contracting office to ensure assigned work is in compliance with regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
