Summary

This position is in the Office of the Chief Financial Officer (OCFO), Financial Management Services (FMS) Center, Financial Services Division, Treasury Services Branch, IPAC Processing Section.

The incumbent of this position is responsible for providing advice, assistance & training to resolve complex payment & transaction processing problems and inquiries. Interpret internal & external processing procedures & reports pertaining to administrative payment and financial system processes.

Duties

Help
  • Provides advice and assistance to agency and vendor representatives in resolving problems and explaining highly complicated payment, non-payment, and/or partial payment actions.
  • Assists agencies and vendors in the interpretation of external processing procedures for the administrative financial systems and subsystems.
  • Provides testing and implementation support to ongoing updates to the system/subsystems.
  • Processes invoices/payments, prepare clients billing documents, enter agreements, etc., into automated accounting or financial systems.
  • Analyzes and researches a variety of system-generated account, invoice status, and energy usage reports.

Specialized Experience Requirement for GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-06 grade level. Specialized experience is defined as experience reviewing financial data for accuracy and completeness; recognizing and correcting inaccurate data; presenting and reporting financial data and issues to management.

NOTE: This experience must be demonstrated on your resume/supporting documents.

This is a bargaining unit position aligned to the American Federation of Government Employees, Local 2311.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
