As a Contract Specialist, you will serve as the lead & Contracting Officer for the Office of Travel, Transportation & Logistics (TTL) Emergency Acquisition support for FEMA and other Federal agencies. As an Acquisition Subject Matter Expert (SME), you’ll have the opportunity to focus on three primary areas: 

1) You will serve as the go-to SME on all matters of acquisition for the Office of Travel, Transportation & Logistics (TTL) helping the organization work through complex acquisition issues and serve in an advisory capacity.

2) You will also be the Contracting Officer and lead for Office of Travel, Transportation & Logistics (TTL’s) Emergency Acquisition support for FEMA and other Federal agencies, providing primary acquisition support government-wide for emergency supplies and services. This entails working closely across the Federal Acquisition Service and its customers under tight timeframes delivering the goods and services necessary to respond to emergency events.

3) Use communication skills and acquisition knowledge to help train the acquisition workforce across the organization in emergency and other high profile acquisitions.

We are currently filling one vacancy but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.

The GS-15 salary range starts at $143,736 per year.  The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience must be directly related to emergency management acquisition and activities of local, state, tribal and/or Federal government sectors. Experience must include command and control for emergency acquisition support for supplies and services; establishment and administration of contract vehicles that support government-wide emergency acquisitions; and training on emergency support acquisition procedures.

This position requires a current FAC-C (Professional) and a Senior Unlimited Acquisition Warrant. You must provide a copy of these documents to be considered.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of agency acquisition programs and mission(s) to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs.
  • Knowledge of all aspects of acquisition, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Knowledge of Federal procurement laws, regulations, directives and objectives as well as Government procurement principles, contract law, and commercial business practice, and the ability to apply this knowledge to complex assignments.
  • Ability to analyze contracting problems and develop sound resolutions to problems associated with the negotiation and administration of complex and sophisticated, highly visible contract alternatives.
  • Analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
  • Ability to present agency training and development programs to managers and outside practitioners, tailor these programs to specific audiences, and successfully address training needs.
