Summary

As a Transportation Operations Specialist, you will be responsible for providing nationwide support for the “Accident Management Center” (AMC) activity to customers and other Fleet personnel on a diverse range of technical, administrative and analytical functions. 

Location of Position:  Federal Acquisition Service, Accident Management Branch. Must Reside in the Eastern Time Zone

Help

As a Lead Transportation Operations (Motor), your duties will include:

  • Serving as a team leader for a group of lower-graded transportation operations specialists and/or support personnel.
  • Serving as the point of contact for the Accident Management Center (AMC); advising GSA and other Federal or customer agency personnel, vendors, contractors on AMC program, and evaluating efficiency and effectiveness of AMC operations.
  • Reviewing cost effectiveness of work proposed to be performed; ensuring all repairs estimates are in accordance with industry standards.
  • Providing support to Federal Acquisition Service customers through the national accident reporting and control system.
  • Utilizing automated data systems to perform a wide variety of work assignments.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year supervisory or managerial probationary period, if required.
  • Participate in the Continuity of Operations Plan(COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than you primary work site (which may be outside of your commuting area).

The GS-12 salary range starts at $86962.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Transportation Operations Series 2150 (opm.gov)

Specialized experience is defined as providing technical advice to internal and external fleet customers on the full range of fleet management services and contracting issues; and coordinating the repair of fleet vehicles that have been damaged as a result of an accident. Such experience must have included the following:

  • processing accident reports;
  • reviewing, analyzing, and maintaining data in an automated logistics or fleet management system;
  • procuring and administering contracts for the repair of damaged fleet vehicles;
  • reviewing vehicle collision damage to develop repair estimates;
  • determining the economic feasibility of repair and making appropriate recommendation;
  • reviewing and analyzing fleet and/or accident management operations to develop recommendations for improvement to the program. 

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the ability to acquire and maintain Fleet Warrant Program certification, which includes formal training, experience and 12 semester hours of college credit.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Ability to develop and maintain relationships with a diverse range of individuals and lead a group of employees toward accomplishing team goals.
  • Ability to acquire and maintain a Fleet Warrant Program Certification.  The applicable certification program requires completion of at least 12 semester hours (or equivalent) of college credit from an accredited college or university.
  • Practical knowledge of the characteristics, operation, installation and repair of motor vehicles required to repair a collision or accident-damaged vehicle.
  • Comprehensive knowledge of fleet program operations to support customers, vendors, and fleet management personnel.
  • Skill in communicating orally in order to share information, present recommendations, and articulate positions when the views or information expressed could be met with resistance or opposition.
  • Skill in communicating in writing.
  • Knowledge of Federal contract terminology and contracting procedures to determine if the terms and conditions of the contracts are being met.
  • Knowledge of qualitative and quantitative techniques required to analyze and measure the effectiveness and efficiency of program operations.
  • Ability to use automated fleet data systems to perform a wide variety of work assignments.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
