Summary

This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Department (N91); Counseling, Advocacy and Prevention (N914). Incumbent serves as a Headquarters Supervisory Program Analyst providing technical supervision and program analysis for several distinct and sensitive areas of the Family Advocacy Program (FAP) and New Parent Support Program (NPSP).

Duties include but are not limited to:

  • Manages the development and oversight of Navy-wide family violence prevention, victim advocate and intervention services, and home visitation programs while enforcing quality control standards.
  • Develops and provides oversight of Navy-wide case management, enforcing quality control standards for FAP case management and victim advocacy services.
  • Develops program plans, implementing policies, Standard Operating Procedures, protocols and programs for delivery of services in compliance with requirements, laws and regulations.
  • Conducts research on issues that may require modification to regulations and policies.
  • Provides oversight and guidance for implementation of FAP required training, prevention programs, and installation technical assistance.
  • Assists Navy Personnel Command (NPC) in developing Navy-wide policy pertaining to programs and represents Navy on relevant federal interagency committees and meetings.
  • Prepares information, position papers, briefing statements, and reports to present to FFSP managers.
  • Provides evaluative material and processes for comparing overall program objectives with program accomplishments, developing new programs or modifying existing programs, and assessment of program success.
  • Provides oversight in the development of procedural guidance to command/installation intervention in family violence cases.
  • Prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, and word documents for presentations and proposals by higher-level management and leadership.
  • Conducts presentations on subject matter related to the work area.
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of staff.
  • Participates in branch staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and,

  • Directly supervises up to six subordinates (GS-12/NF-04), provides technical direction and guidance, and provides assessment of compliance with applicable Department of Defense (DoD) and Department of the Navy (DON) instructions and policies.
  • Provides on-site training to those Navy installations requiring on-site support.
  • Ensures additional training opportunities are provided through Video Teleconferencing and other web-based applications.

Qualifications

A qualified candidate possesses the following:

  • A Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree; or a Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree; or a Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree; or a Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
  • A current, valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
  • Two (2) years, full-time clinical experience post independent licensure or certification.
  • A minimum of five (5) years of experience working with family violence, such as child physical abuse, neglect, child sexual abuse and domestic abuse/violence.
  • Knowledge of current professional family dysfunction and family violence trends and research informed practices, related to child physical abuse, neglect, child sexual abuse and domestic abuse/violence.
  • Knowledge of current prevention and intervention skills, techniques, and theories.
  • Knowledge of family violence program management, program planning, development and execution.
  • Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which have impact on DON or FFSP program goals and objectives.
  • Knowledge of DoD and DON organization, operations, command structure, mission and lifestyle.
  • Knowledge of CNIC's organization structure, functions, and mission.
  • Knowledge of CNIC's EEO policy and procedures.
  • Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.
  • Skill in establishing long, intermediate, and short range plans.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to manage multiple projects concurrently, each requiring multiple tasks across different levels of DON.
  • Ability to perform the full range of supervisory duties.
  • Ability to communicate orally and in writing in order to present, persuade, defend, and/or document rationale for command programs and plans.

Education
