WHAT IS THE (RAAS) RESEARCH, APPLIED ANALTYICS AND STATISTICS DIVISION?

Vacancies will be filled in the following specialty areas:
Research, Applied Analytics and Statistics Data Management

The following are the duties of this position at the full working level.

  • Applies professional knowledge of computer science, mathematical, statistical theories, techniques, and methods to gather, analyze, design, and construct new processes for analytical modeling, interpreting models, and/or reporting quantitative information, trends, relationships, and correlations among or within data. Advises on the potential benefits/uses of automation to improve the efficiency of program operations. Analyzes a variety of data sources to provide data driven insights to the RAAS organization to streamline processes.
  • Utilizes an in-depth knowledge of data science techniques and methodologies such as machine learning, predictive analysis, prescriptive analysis and optimization, and other emerging analytical techniques to assist, consult, or lead others in the application of data science techniques. Defines and documents the specific analytics approaches applied in project delivery; establishing success metrics to be used in satisfying business's requirements for project outcomes; and establishing key performance indicators to be used in ongoing reporting that measure the value creation delivered by the project over time.
  • Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on Service operations and resources. Accordingly, the incumbent advises and negotiates acceptance of conflicting issues with management in the formulation of specific policies.
  • The incumbent directs RAAS personnel in all areas of the project and serves as a mentor to junior data scientists. The incumbent provides advisory and analytical support to all levels of management, including division-wide and/or cross-divisional tasks and applies critical thinking, problem solving and ability to communicate complex analysis to advance the use of data-driven decision making in RAAS operations.
  • Directs, coaches, and mentors' junior staff in product design so there is a skillset in continual product refinement, reviews work of other analysts, provides feedback to management regarding staff performance, and demonstrates leadership in the office including regular assignments as acting manager. As a group leader, typically makes individual project assignments to team members, provides program and administrative guidance and assistance, and reviews completed work for overall adequacy.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below:

BASIC REQUIREMENT : A degree in mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position

OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience.

SPECIALIZED EXPERIENCE GRADE 14: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience applying analytic approaches, including (but not limited to) machine learning, text analytics, and natural language processing; graph theory; link analysis and optimization models; complex adaptive systems; and/or deep learning neural networks that are part of the study. Experience using scientific methods to plan, design, conduct, and present data science projects to stakeholders. Experience planning and executing a variety of projects and in making recommendations requiring technical and administrative judgment. Experience developing long- and short-term program plans, assess resource utilization, initiate, or recommend new or revised processes and procedures. Experience applying statutory, regulatory and policy requirements and guidelines to analyze data, draw valid conclusions, formulate policy or procedures. Experience applying data preparation methods, feature creation engineering, exploratory data analysis, model creation, and data visualization applied to advanced analytics, machine learning and artificial intelligence. Experience using statistical analysis and computing, machine learning, deep learning, processing large data sets, data visualization, data wrangling, mathematics, and programming. Experience with research and study design from the formulation of concepts through specification and analysis of output to the presentation of conclusions. Experience with project planning techniques along with negotiating with management to accept and implement recommendations. Experience preparing and analyzing structured and unstructured datasets. Experience coding in various programming languages. Analytic platforms, artificial intelligence (AI), data visualization and data reporting tools and scripting tools to conduct data science projects, as well as instruct others. Experience preparing written and oral communications, to produce authoritative reports, position papers, briefings, and presentations that effectively communicates ideas to IRS executives, managers, and technical experts.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
