The Tribal Health Research Office (THRO) in the Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), Office of the Director (OD), National Institutes of Health (NIH), part of the U.S. Department of Health and Human Services (HHS), is seeking a highly motivated and qualified Health Science/Social Science Policy Analyst candidate to join the THRO team.

THRO serves as the central point of contact at NIH for federally recognized American Indian and Alaska Native (AI/AN) Tribes throughout the United States (U.S.) and for Indigenous populations of the U.S. Territories and is the synergistic hub for all Tribal health research activities at NIH. The THRO team is focused on enhancing capacity for health research in Native communities, promoting opportunities for the next generation of AI/AN researchers, and disseminating transparent and culturally aware information about NIH across biomedical, social and behavioral research. THRO also provides technical support to the NIH Tribal Advisory Committee (TAC) and drives agency-wide progress related to the NIH Strategic Plan for Tribal Health Research.

The THRO team is seeking a Health Science/Social Science Policy Analyst to assist in the development of planning, development, implementation, and evaluation of THRO's strategic initiatives, trainings, and collaborative activities. This includes developing criteria for evaluation and conducting analysis of AI/AN focused programs and policies related to research, capacity building, and career development. The incumbent would be involved in activities that cut across the NIH Institutes and Centers (ICs) and OD Offices on research policy topics as they relate to Tribal nations, including Tribal data sovereignty, genetic research policies and intellectual property policies.

Ideal candidates will have knowledge of cultural, environmental, social, economic, political, and other interrelated factors that involve Tribes and impact the health of AI/AN populations; and prior experience in policy work with/for NIH or another federal agency. The incumbent will also have superior oral and written communication skills; critical thinking and problem-solving skills; excellent organizational skills; ability to manage and facilitate collaborative relationships with colleagues from across NIH and other federal agencies, as well as extramural institutions; strong analytical skills; knowledge and experience in the planning, evaluation, legislative, and policy development processes in science and health government agencies; knowledge of diversity, equity, inclusion, and accessibility-related principles and concepts; excellent attention to detail; and an ability to work independently and adhere to deadlines.

Responsibilities will include
-Contributing to a range of staff functions involving planning, policy development, and analysis necessary for key policy and program decisions concerning issues affecting AI/AN populations and Tribes and the national health-related research community.
-Developing reports and other staff documents on policies, programs, plans, research accomplishments, and other activities.
-Maintaining awareness of scientific and legislative developments having implications for current and planned health, social science, and/or bioethics research and training programs regarding AI/AN populations or Tribes.
-Consulting with a wide range of individuals who are involved in scientific research to identify major issues, roadblocks, and potential actions necessary for policy development and interpretation.

Qualifications

You must meet at least of the one following basic Office of Personnel Management prescribed occupational series requirements (GS-0101, GS-0601) described in the following two questions. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed.

FOR THE GS-101 SERIES:

In order to qualify for this position in the GS-101 Social Science Series, you must:

A. have a bachelor's or graduate/higher level degree in the behavioral or social sciences, or related disciplines appropriate to this position;
OR
B. have a combination of education and experience that provided me with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;
OR
C. have four years of appropriate experience demonstrating that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

FOR THE GS-601 SERIES:

In order to qualify for this position in the GS-601 General Medical and Healthcare Series, you must have a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position.

AND

IN ADDITION in order to qualify at the GS-12 level for either series, you must have at least one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: 1.) Explaining biomedical and/or behavioral research findings for various audiences. 2.) Recommending policy and procedural updates to guide biomedical and/or behavioral research involving American Indian and Alaska Native (AI/AN) populations or Tribes. 3.) Collaborating with American Indian and Alaska Native (AI/AN) communities or Tribal stakeholders to develop/establish biomedical and/or behavioral health research plans. AND 4.) Evaluating biomedical and/or behavioral health research findings using qualitative and/or quantitative methods.

OR

IN ADDITION, in order to qualify at the GS-13 level in either series, you must have at least one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector by independently analyzing health-related (e.g., biomedical, behavioral) research policies, procedures, or programs. This specialized experience includes responsibilities such as: 1.) Summarizing and explaining biomedical and/or behavioral health research findings to various audiences regarding American Indian and Alaska Native (AI/AN) populations or Tribes. 2.) Developing policies or procedures to guide biomedical and/or behavioral research focused on American Indian and Alaska Native (AI/AN) populations or Tribes. 3.) Collaborating with senior leaders (e.g., directors, Tribal leaders, senior scientists) to develop plans for conducting biomedical and/or behavioral health research with American Indian and Alaska Native (AI/AN) populations or Tribes. 4.) Evaluating biomedical and/or behavioral health research findings using qualitative (e.g., content analysis) and/or quantitative (e.g., regression) methods. AND
5.) Designing and/or implementing strategies to improve the effectiveness of a biomedical and/or behavioral health research program involving American Indian and Alaska Native (AI/AN) populations or Tribes.
