Summary

As a Vertical Transportation Specialist, you will manage and provide guidance, direction and oversight to all regional property and project managers regarding the VT program.

This position can be filled at any GSA duty location in the Southeast Sunbelt Region (R4) within Atlanta, GA or any Region 4 Field Office location (AL, FL, GA, KY, MS, NC, SC, TN). The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period

  • Manages and provides guidance, direction and oversight to all regional property and project managers regarding the VT program.
  • Performs ASME A17.1 QEI-1 certified inspections and enforces code compliance upon contractor conveyance of vertical transportation systems to ensure the public’s safety. Reviews, approves and accepts inspection reports provided by third party inspection contractors, to also include review and approval of third party maintenance and equipment condition surveys.
  • Provides guidance, direction and oversight to property managers, project managers and contractors for all VT program issues. Acts as the liaison on maintenance and repair contracts between GSA and vertical transportation contractors.
  • Develops and tracks a regional inventory report to include conditions and prioritization of equipment condition for future repairs and upgrades. Supports regional and national efforts to accurately track and report regional VT equipment into GSAs electronic asset system, currently (NCMMS) National Computerized Maintenance Management System.
  • Performs design analysis and creates estimates and performance-based specifications for all elevator equipment repairs/modifications, while establishing elevator design criteria for both new construction and modernization projects. Prepares, reviews, and approves scopes of work, drawings, specifications and other work involved in VT projects and/or for VT equipment.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.


If selected, you must meet the following conditions:

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Site work may involve moderate risks or discomfort due to high levels of noise and vibrations, and dust and grease. Special safety precautions are required at construction sites and the incumbent may be required to use protective devices such as goggles, gloves, masks, safety shoes, and hard hats.
  • Occasional, lifting of heavy items such as hatch doors and access panels is required for inspection purposes. Agility is required to gain access to roofs, basement equipment rooms, top of elevator cabins, and high exterior areas of buildings during such inspections.

The GS-12 salary range starts at $86,962 per year and varies by location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience providing guidance regarding vertical transportation systems and industry practices including elevator safety and acceptance inspections, elevator code administration, written reports, specification writing, cost estimating, and maintenance management. Experience must include administering a vertical transportation maintenance and inspection program.

SELECTIVE PLACEMENT FACTOR (SPF) for the GS-12: 

In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: The ability to obtain and maintain a QEI-1 certification by an organization accredited by ASME in accordance with the requirements of ANSI/ASME Code.

The GS-13 salary range starts at $103,409 per year and varies by location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience

  • evaluating elevators, escalators and other vertical transportation equipment to verify compliance with safety, maintenance, and code requirements;
  • conveying maintenance, construction, code, and contract deficiencies to managers, mechanics and contractors; and
  • providing technical advice and developing specifications and/or estimates for the design and construction of elevators in new buildings, as well as for repair, alteration, modernization projects on existing facilities.

In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Certification by an organization accredited by ASME in accordance with the requirements of ASME QEI1 is required (A copy of your certificate must submitted with your application).

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of a wide range of concepts, principles, and practices in the vertical transportation/electrical specialty area, as characterized by extended specialized training and/or experience in the field of repair, maintenance, and installation of vertical transportation equipment.
  2. Knowledge of a variety of inspection techniques and instruments required to oversee the examination of vertical transportation systems. Based on PBS requirements, certification by an organization accredited by ASME in accordance with the requirements of ASME QEI1 is required.
  3. Knowledge of all applicable codes, rules and regulations relative to the safe and efficient operation of vertical transportation systems in order to review regional work.
  4. Skill in analyzing and reviewing data and evaluating regional vertical transportation activities and its contractors in order to create, maintain and facilitate evaluation and related reports and documents.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
