The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated.

This public notice will be used to fill the positions listed below at multiple grade levels and locations.

  • Health Scientist (Data Scientist): Grades GS-7 through GS-15
  • Health Scientist (Informatics): Grades GS-7 through GS-15
  • Health Scientist (Laboratory Informatics): Grades GS-7 through GS-15

Duties may include but are not limited to:
  • Collaborating with other professionals within and outside the Center in the conduct of surveillance, research, and analytical studies.
  • Planning and carrying out quality control programs and selecting appropriate epidemiologic methods to be used in quality control analysis for key influenza and respiratory pathogens.
  • Producing static and interactive data visualizations to communicate findings to internal and external audiences.
  • Preparing materials for presentations to other scientific staff and to federal, state, and local health program managers; and other health officials and health-related organizations.
  • Providing expert scientific advice, consultation, and leadership in designing, coordinating, and maintaining public health informatics project goals.
  • Designing, overseeing, implementing, and conducting scientific surveys/studies or projects to identify and solve health system related problems.
  • Analyzing epidemiologic investigation data utilizing new methodologies or existing techniques that have been extensively revised.
  • Performing scientific work responsible for evaluating and developing approaches for strengthening the standardization and utility of national health information systems, their products, policies, and processes, with specific emphasis on electronic data interchange and electronic media.
  • Managing projects involved with public health informatics and serving as a subject matter expert in the design and implementation of IT systems integrating epidemiologic and other information from a scientific perspective.

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Basic Qualifications:

  • Degree: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Minimum Qualifications:
  • GS-7:
    • At least 1 year of graduate-level education OR
    • Superior academic achievement (See Education section) OR
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-05 grade level in Federal service: gathering cost, performance, &/or statistical data to prepare reports; & conducts analyses of data to support conclusions or recommendations for action OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-05 grade level in Federal service: assisting with the analysis of data sets/information using informatics, systems, & a variety of reporting tools; & analyzing epidemiologic investigation data utilizing new methodologies or existing techniques OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-05 grade level in Federal service: assisting with scientific studies & technical issues on public health programs OR
    • A combination of education & experience
  • GS-9:
    • At least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-07 grade level in Federal service: using current data science methods & tools to plan & conduct research using public health data systems; & assisting in preparing reports that include discussion of substantive issues related to science methodology for public health surveillance OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-07 grade level in Federal service: analyzes epidemiologic investigation data utilizing new methodologies or existing techniques; & assisting with scientific surveys/studies or projects to identify & solve health system related problems OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-05 grade level in Federal service: assisting with conducting, identifying &/or analyzing scientific studies & technical issues on public health programs OR
    • A combination of education & experience
  • GS-11:
    • At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-09 grade level in Federal service: using current data science methods & tools to plan & conduct research using public health data systems; preparing reports that include discussion of substantive issues related to science methodology for public health surveillance; & analyzing study or project implementation procedures for improvement OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-09 grade level in Federal service: performing scientific activities & analyses related to health care informatics in public health programs; & analyzing software to ensure database & software are compatible with other applicable environmental, epidemiologic, & surveillance systems OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-05 grade level in Federal service: providing advice & assistance in designing, coordinating, & maintaining public health informatics systems in various public health program areas OR
    • A combination of education & experience
  • GS-12:
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-11 grade level in Federal service: collecting, linking, processing, coding, classifying, & analyzing public health surveillance, research, & administrative health data OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-11 grade level in Federal service: providing scientific advice to public health organizations to synthesize & implement informatics policies & directions for future development OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-11 grade level in Federal service: developing, evaluating, & analyzing laboratory & public health informatics, surveillance data &/or systems as well as using data science tools & methods for case surveillance data
  • GS-13:
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-12 grade level in Federal service: conducting statistical analyses, using data science methods such as machine learning & data visualizations, & working with structured & unstructured datasets OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-12 grade level in Federal service: managing projects involved with public health informatics; & providing advice & guidance in the design & implementation of IT systems integrating epidemiologic & other information from a scientific perspective OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-12 grade level in Federal service: providing scientific advice on the development & implementation of laboratory & public health informatics strategies for surveillance programs & for epidemiologic & other public health information systems
  • GS-14:
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-13 grade level in Federal service: developing & conducting public health surveillance design, data linkage, data validation & analysis processes; & using data science methods such as machine learning & data visualizations & working with structured & unstructured datasets OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-13 grade level in Federal service: providing leadership in the development, testing, implementation & evaluation of scientific information technology & information systems needs & applicable software systems relating to public health informatics OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-13 grade level in Federal service: developing scientific policies for laboratory & public health informatics; evaluating information technology (IT) & data systems; & implementing laboratory & public health informatics strategies for surveillance systems & other public health information systems.
  • GS-15:
    • Data Scientist: At least 1 year of specialized experience, equivalent to GS-14 grade level in Federal service: managing, planning, developing, coordinating, & evaluating public health surveillance programs & activities related to notifiable conditions & syndromic surveillance, data science & analytical activities OR
    • Informatics: At least 1 year of specialized experience, equivalent to GS-14 grade level in Federal service: providing leadership in managing programs in surveillance, research, prevention, & evaluation with innovative integration of information technology & science with public health science; & providing consultation & involvement in the development of policies, standards & guidelines that steer the selection, development, implementation, & use of Information Technology within an enterprise OR
    • Lab Informatics: At least 1 year of specialized experience, equivalent to GS-14 grade level in Federal service: managing, planning, developing, coordinating, & evaluating laboratory & public health surveillance programs & activities related to notifiable conditions & syndromic surveillance, data science & analytical activities

Superior Academic Achievement is based on a bachelor's degree with one of the following:

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
