Duties

Help

The purpose of this position is to serve as a subject matter expert in library and legal research programs and is responsible for acquisitions, budget and policy review and development, and acting as a facilitator and liaison between the program office, various librarian working groups, and other entities in and outside the AO. There is an ongoing need to identify, address and coordinate technical issues relating to library technology and software applications in the Judiciary. The incumbent ensures that issues are raised, researched, and vetted to help inform judiciary policy making, technical decisions, and procurement decisions for the library program. The incumbent facilitates the development of policies and practices that improve and support the federal judiciary's National Library Program.

Duties include, but are not limited to:

  1. Providing national leadership for the administration of the Judiciary's Integrated Library System (ILS); responsible for installing, testing, customizing, and maintaining the ILS application according to national requirements.
  2. Troubleshooting complex technical and end-user problems; providing national system support services; coordinating the involvement of library staff, AO technical staff, and vendor support personnel when making system modifications.
  3. Serving as a liaison and primary point of contact to Circuit Librarians, Discovery and Digital Services Group, and ILS Expert Panel, and their staffs on all aspects of the National Library Program, including collections, research, training, and national contracts.
  4. Representing the needs of Circuit Libraries in judiciary-wide initiatives impacting the circuit library programs or library resources.
  5. Providing support and advice to Circuit Librarians and their staffs in procuring regional or local legal research resources (both print and online).
  6. Conducting research and analysis and participating in studies and other assessments involving the library program nationwide and reviews of circuit library programs upon request.
  7. Serving as primary staff to Library Technology Working Group (LTWG), including building agendas and preparing meeting materials. This position will help vet the Group's proposals with appropriate advisory bodies and AO executives to inform policy, budget, and procurement initiatives.
  8. Preparing written materials for and make presentations to Judicial Conference Committees, AO decision makers, and others to propose long range initiatives, technology adoption recommendations, and best practices for library management and legal research.
  9. Preparing papers or conduct studies requested by the CACM Committee or other judiciary executives to explain library and legal resource usage trends and to track and plan for changes in library-related policies or budgets, among other topics.
  10. Facilitating communication and information-sharing through coordinating and leading meetings and periodic conference calls.
  11. Managing vendor relationships for over 15 national contracts and subscriptions available to the entire federal judiciary. This includes preparing statements of work, reviewing terms and conditions, ensuring that vendors provide the services expected through these contracts, conducting market research, and performing other contracting officer representative activities in coordination with the AO's Procurement Management Division and Office of General Counsel.
  12. Ensuring proper and timely payments of invoices for national subscriptions and contracts.
  13. Overseeing the judiciary's national ILS and discovery layer and help to expand the reach of the ILS so that all libraries can more effectively share unique holdings and titles, and to enable Circuit Libraries to manage their subscriptions more efficiently. Managing the relationship with the vendor that supports the ILS, including monitoring legal resource usage trends in order to use the data for budget formulations. Preparing statement of work, conducting market research, and helping complete the contract for the servicing of the ILS.
  14. Interfacing with vendors and subject matter specialists to increase understanding of legal publishing issues related to acquisitions and service directory.
  15. Developing and implementing procedures, guidelines, and training on library operations and use of the judiciary's legal resources formal communications and training events.
  16. Developing content and delivery training or make presentations on emerging library technology issues, and best practices for legal research, at AO-sponsored in person or virtual training events.
  17. Managing the allotment formula for legal resources and working with Circuit Librarians, acquisitions librarians and others on questions relating to legal resources funding, vendor issues, etc.
  18. Coordinating with the Court Administration and Case Management Committee to build and justify the judiciary's annual library budget library, including writing a justification for the budget for the committee's consideration.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience identifying, addressing, and coordinating technical issues relating to library technology and software applications; serving as liaison and primary point of contact to executives and their staffs on all aspects of Library Programs, including collections, research, training, national contracts, and technical support with judiciary library systems; and preparing statements of work, reviewing terms and conditions, and performing contracting officer representative duties.

Basic Qualifications:
Applicants must meet ONE of the qualification requirements as described below:

  1. Completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (Transcripts Required)
  2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
