This position is located in the Public Buildings Service, Portfolio Management Division.  This division maximizes and enhances the value of the Public Building Services (PBS) real estate portfolio and client relationships.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility or leased space. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN: Madison, WI; Milwaukee, WI; Battle Creek, MI; Detroit, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH: Columbus, OH; Fort Snelling, MN; Minneapolis, MN; St. Paul, MN; If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include but are not limited to:

  • Ensures accuracy of customer rent bills for assigned space.
  • Works with regional associates to provide technical, analytical and programmatic support for all Public Buildings Service (PBS) business systems.
  • Develops, establishes and implements new policies in terms of responsibilities for data entry, ownership and accountability for data integrity, training needs and the development of appropriate training, certification needs and/or other developmental tools, and meaningful performance measures for data integrity.
  • Reviews and interprets lease language to ensure compliance with lease policy and procedures associated with data management. If disagreements with Lease Contracting Officers exists on how to enter data, escalates issues to regional leasing expert.
  • Accountable for maintaining integrity of data in inventory and billing systems and customer billing systems. Performs data entry into inventory management systems, quality controls the entry of others in inventory and billing systems and ensures validity of data.
  • Leads multi-disciplined project teams in determining how to best complete project goals, improve data quality, strengthen client satisfaction and integrate the Data Management Program with all PBS business systems.

The GS-12 salary range starts at $86,962 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience performing a variety of analytical work, oversight and assurance of data integrity and data management responsibilities. This experience should include:

• Managing data in business systems;
• Analyzing and developing statistical data to improve the efficiency and effectiveness of operating programs;
• Assuring the accuracy of asset inventory data;
• Tracking and managing leases and the evaluation of performance;
• Recommending methods for improving program performance regarding data input and data management

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Detailed knowledge of PBS business practices and business relational systems such as REXUS, OA Tool, Pricing Policy, eLease, eSmart, Rent Bill Management Tool, and customer billing business rules.
  • Detailed knowledge of qualitative and quantitative methodologies, practices and philosophies to apply theories and new developments to complex management processes, programs and/or problems.
  • Knowledge of Federal laws and regulations, Executive Orders and agency directives and guidelines pertaining to designated program and compliance requirements, including the ability to assess any potential problems and to formulate recommendations regarding additional studies and alternative actions.
  • Comprehensive knowledge of PBS business systems and how to manipulate each program to evaluate business performance, measurement and achievement of organizational and/or financial goals, relevant laws, regulations, methodologies and/or policies to provide authoritative technical guidance on all issues of data integrity and quality assurance.
  • Skill in oral communication.
  • Ability to gather, evaluate and format data in connection with the compilation of statistical information and the preparation of recurring reports. Comprehensive and analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Comprehensive knowledge of the mission, functions and program goals of PBS business and the realty programs of Customer Projects Service Center, Land Ports of Entry Service Center, Real Estate Acquisition Division, and Portfolio Management Division, to understand and address in training and technical guidance the close connection between each PBS business system process and all data integrity requirements.
  • Comprehensive knowledge of the mission, functions and program goals of the Customer Projects Service Center, Land Ports of Entry Service Center, Real Estate Acquisition Division, and Portfolio Management Division, and overall, of the Public Buildings Service for assigned areas of responsibility, including a specific knowledge of management principles, methods and techniques required to implement and monitor division and regional programs and activities.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
