These positions are 100% remote and the selected individuals may work anywhere in the United States. Work sites outside of the U.S. are prohibited. Your salary will be based upon the locality pay of your work site after selection.

As a Senior Human Resources Specialist - Quality Reviewer, you are responsible for providing leadership and guidance for HRSA's Delegated Examining (DE), Direct Hire (DH), and Merit Promotion (MP) recruitment efforts and programs. You will provide staff training, resolution of complex staffing actions, and interpretation and application of Federal policies, laws, regulations, and guidance.

Your major duties and responsibilities include:

  • Providing expert advice to HR staff on all types of appointing authorities such as Title 5, Senior Executive Service, excepted service, Schedule A, etc.
  • Coordinating, advising, and training on USA Staffing Upgrade automated recruiting systems to perform all phases of the recruitment and staffing process.
  • Consulting with and advising HR Specialists, organization supervisors/managers on recruitment, examination, and selection processes, regulations, and requirements under DE, DH authorities and MP procedures.
  • Reviewing all recruitment packages through all phases of the process from job analysis development to selection/hire approval, to ensure they comply with the DE and MP staffing policies, guidance, and procedures.
  • Reviewing recruitment and placement actions and provides guidelines on complex and/or sensitive issues.
  • Conducting internal audits to ensure the results of the DE and MP processes comply with regulatory rules, laws, and regulations.

In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks performed on a regular and recurring basis:

  • Expertise in quality reviewing of HR Specialist work products (e.g., job analyses, occupational assessments, job announcements, etc.) related to Delegated Examining (DE), Direct Hire (DH) and Merit Promotion (MP) recruitment and staffing procedures, to ensure the accuracy and compliance of final work products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies:

HUMAN RESOURCES MANAGEMENT - Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules and regulations.

HUMAN RESOURCES COUNSEL - Applies knowledge of human resource policies and procedures to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations.

QUALITY MANAGEMENT - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.

HUMAN RESOURCES AUTOMATED SYSTEMS - Utilizes web-based automated staffing systems (such as USA Staffing Upgrade, QuickHire, PeopleSoft, etc.), to perform various HR functions such as compensation, staffing, placement, benefits, etc.
