As a Supervisory Program Analyst, you will serve as the Development & Outreach Branch Chief managing all activities related to learning and development, training, educational outreach, and events for GSA Fleet. 

Location of Position: Federal Acquisition Service (FAS) - Office of Fleet Management (GSA Fleet)

As a Supervisory Program Analyst, you will be directly responsible for supervising, planning, directing, and coordinating work and the
execution of activities related to learning and development, training, educational outreach, and events.

  • Oversees and coordinates the provision of centralized learning and development, training, and event support services for the Fleet.
  • Uses events, training and learning and development opportunities to promote Fleet objectives and ensures targeted messages are consistent with agency public policy objectives. 
  • Administers operations for the Branch. Recommends the human resources and the financial and material resources. Oversees financial management activities, organizational communications, staffing plans and personnel administration.

The GS-14 salary range starts at $122,198 per year. The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. To qualify, you must possess the specialized experience:

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Applicants for this position must have experience managing, directing, and presenting a wide range of organizational development and employee initiatives (e.g., instructional system design, employee engagement, distance learning, etc.) in order to enhance and improve the knowledge, skills, and performance of an organization's workforce in alignment with its short and long range goals and objectives.

  • Ability to assess training/event needs, evaluate program effectiveness, and analyze feedback to continuously improve learning and development initiatives.
  • Proficiency in project management techniques, including goal setting, resource allocation, risk management, and monitoring progress to meet deadlines and objectives.

  • Comprehensive knowledge of the GSA , FAS or GSA Fleet’s goals, objectives, and priorities.
  • Ability to think critically and strategically, identifying opportunities to leverage events, training programs, and learning initiatives to achieve long-term programmatic goals and objectives.
  • Skill in engaging with key stakeholders, including program managers, subject matter experts, and external partners, to gather insights, align strategies, and build consensus around event and training objectives
  • Ability to assess resource needs, prioritize competing demands, and make data-driven recommendations for allocating human, financial, and material resources.
  • Effective communication skills to facilitate transparent and timely communication.
