Summary

As a Program Management Officer, you will serve as a Director overseeing the portfolio of design and construction projects to improve GSA's portfolio of Land Ports of Entry (LPOE) locations across the New England Region.


Location of position: Public Buildings Service (PBS), Design & Construction Division, LPOE Project Management Office (1PCT).

We are currently filling one vacancy, but additional vacancies may be filled as needed.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The duties of the Program Management Officer include, but are not limited to the following:

  • Applies originality, insight, and creativity in the identification and resolution of problems and the development of programs and policies.
  • Assigns work to subordinates based on priorities,  consideration of technical difficulty, mission requirements, and employee capabilities and qualifications.
  • Ensures the sound provision of overall project/program management and financial, contractual and program support to project managers.
  • Plans and initiates comprehensive management  studies, activities or other data-gathering efforts designed to evaluate and monitor the progress and the accomplishment of the program.
  • Critically evaluates performance, progress,  program status and trends against approved  objectives and established project delivery  controls and reporting.
  • Facilitates stakeholder meetings to review and  evaluate projects to ensure successful completion  and consistency of implementation.
  • Ensures commitments to and from stakeholders  are met; establishes lines of communications to  ensure that stakeholders are informed of the  status of work

  • May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-15 salary range starts at $161,947 per year and varies by location.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.  Specialized experience is project or program experience applying executive direction and oversight of the planning, execution, coordination and evaluation of design and construction delivery functions. Providing logistical and management support to assist senior managers and executives in directing and coordinating activities, and operations, to improve the efficiency and effectiveness of the organization. This experience must include:

  • Providing advice and authoritative guidance and plans, manages, directs and coordinates major programs and project activities performed within designated responsibilities.
  • Participating in project decision-making and formulating short- and long-range program goals and objectives.
  • Evaluating performance, progress, program status and trends against approved objectives and established program controls and reporting requirements.
  • Serving as a representative or alternate with other Program Managers, stakeholders and partners and participates in conferences, boards, public forums and other events as required.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge and experience in team building involving professional and administrative employees from a variety of command and  functional background areas. General knowledge of technologies and their potential for  application on GSA/ programs.
  • Knowledge of supervisory duties such as  assigning work; mentoring and training  employees; determining resource requirements  and advocating for resources needed;  monitoring employee production; and evaluating  employee performance.
  • Expert knowledge of executive and management  principles and methods, to include knowledge of  functions and operations in order to plan,  formulate, and execute long-range operational  plans.
  • Expert knowledge of a variety of qualitative and  quantitative methods for the assessment and  improvement of program effectiveness.
  • Skill and ability to communicate and negotiate  effectively both orally and in writing to prepare  written policies, guidance and directions and to explain, defend and justify decisions and  recommendations to stakeholders and higher  level management; to lead meetings and make  presentations.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
