THIS VACANCY ANNOUNCEMENT HAS BEEN EXTENDED UNTIL JUNE 7, 2024.

  • Responsible for providing national leadership and oversight, strategic planning and direction, program guidance, and policy direction to ensure consistency, quality, and cost effectiveness in the areas of managing and optimizing the financial performance of the portfolio of leased and owned assets while meeting owner objectives and customer expectations and needs throughout the life cycle of the asset.
  • Ensures consistency, quality, and cost effectiveness in the areas of real estate portfolio management, asset management and valuation, capital allocation, and portfolio analysis to ultimately deliver the best value to customer agencies and the taxpayer. 
  • Develops national strategies to meet our customer needs that optimize the utilization and performance of our real property portfolio by executing sound investment, operational and divestment decisions through real estate expertise and customer intelligence.
  • Provides direction in the evaluation of program need and workload assessments and the development of appropriate resource strategies to ensure successful program execution.
  •  Represents the Assistant Commissioner for the Office of Portfolio Management and Customer Engagement, and the PBS Commissioner, when required, before committees of Congress, the Office of Management and Budget, and officials of other departments of government, industry, and the general public.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $163,964 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is defined as experience developing innovative real estate solutions that maximize the taxpayer's dollars while delivering excellent customer service to our tenant agencies. Developing and implementing national real estate strategies to:

  • Support the missions of our customers,
  • Support social and economic programs of the Federal Government,
  • Optimize the performance of real property assets, and
  • Practice sound financial management.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Mastery of the principles and theories of advanced management techniques in order to apply new developments to a variety of management problems not susceptible to treatment by standard methods in order to make recommendations that impact on all operations of the agency.
  2. Expert knowledge of agency programs and pertinent issues in designated PBS program areas, in order to make recommendations that may change policies or improve operations of PBS and GSA.
  3. Ability to act independently in the planning and execution of a variety of projects and to make authoritative and final decisions requiring considerable technical judgment.
  4. Expert analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  5. Possesses the ability to effectively communicate both orally and in writing and obtain compliance with policies from GSA's nationwide PBS community and top agency management of both GSA and other Federal agencies.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
