Summary

The Office of the Chief Financial Officer (OCFO) is seeking individuals to fill multiple positions as Directorate Resources Managers (DRM) and/or Deputy Project Managers for Resources (DPMR). These positions supervise and manage a staff of resources professionals who support projects at NASA. They serve as senior advisors to project/program/directorate leadership in all areas related to resources and business processes.

Help
  • Serves as senior advisor to the project/program/directorate management team providing guidance and direction in strategic financial planning, technical matters, and management practices.
  • Functions as the OCFO Lead at the project/program/directorate, increasing knowledge, skills and competencies associated with financial management to achieve Agency, OCFO, and the project/program/directorate’s goals and objectives.
  • Leads and guides in setting a corporate perspective for prioritizing and using resources effectively to achieve goals and objectives within the project/program/directorate and related Center activities.
  • Oversees budget development, execution, and analysis activities, including workforce planning as part of the required activities for Program Planning Budget Execution (PPBE).
  • Develops short and long-range strategic plans aligned with the project/program/directorate goals and objectives, evaluates progress from resource management perspective, and institutes corrective action where necessary.
  • Identifies opportunities for process improvement, ensuring alignment with organizational policies and regulations, to enhance financial and business efficiency.
  • Provides credible business guidance, insight, assessments, and information to resources and technical personnel with high degree of integrity.
  • Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Performing budget formulation/execution, financial management and annual business processes (e.g., Cost/Obligation phasing, workforce planning, contract management, and logistics);
  • Leading and providing guidance to a team, strategically allocating resources to ensure budgetary alignment with mission/business objectives;
  • Working across organizations or cross-functional teams to establish and maintain working relationships and communicating business related issues to leadership and/or senior management.
