The Office of General Supplies and Services (GSS) is responsible for acquisition services and comprehensive supply chain management, including excess/surplus federal property.

You will be responsible for the following duties, including but not limited to:

  • Provides leadership, expert assistance and authoritative advice on interpretation of governing policy in the designated program area. Researches the most sensitive, complex or otherwise controversial issues, utilizing all resources available.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve center effectiveness. Reviews specific goals and objectives; monitors the sequence and timing of key events and milestones and evaluates overall program accomplishments and significant contributions in terms of agency goals.
  • Develops long-range plans and recommendations as to the best methods to meet organizational goals, objectives and to adapt to changing needs based on knowledge of known and projected program or organizational requirements. Performs special assignments as directed, which may involve any phase of the assigned area of specialization and which frequently overlap into other related functional disciplines as well.
  • As needed, the employee serves as a coordinator and representative for the Supervisor or other key management officials for major center issues and meetings involving other internal and external organizations, and provides advice, comments and recommendations as appropriate. Participates in the review of center activities to identify problems and recommends corrective measures or alternative approaches for implementation.

  • Serve a one year probationary period, if required.

The GS-13 salary range starts at $103,409 per year.  Locality pay will be determined once the selectee's duty location has been established. To view current locality rates, visit – 2024 Pay Tables


You must meet the Basic Requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

  • Knowledge of Federal acquisition guidelines/policies to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs.
  • Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program acquisition effectiveness.
  • Knowledge of the agency's missions, programs and legislative history to develop and advise on policies in order to implement program goals.
  • Skill in applying oral and written communication methods and techniques to present sensitive recommendations to higher authority, obtain compliance with policies from activities within the program office portfolio of operations, and articulate technically complex positions/policy.
