Summary

As a Supervisory IT Specialist (APPSW), you will manage and develop applications that assist with operating and maintaining systems supporting government-wide shared services, including the FAS Personal Property, Travel and Transportation, Fleet Management, and Charge Card Services business lines, as well as the Integrated Award Environment.

LOCATION OF POSITION: Within GSA IT's Integrated Award Environment Systems Division (IDQAB). Duty location to be determined following selection.

You must perform the following major duties:

  • Directs and manages a staff of senior IT Specialists for the development and operations of the  systems that constitute the portfolio of Integrated Award Environment (IAE)that include: both Legacy systems that use custom software tools, and modernized SAM.gov that utilizes  open-source code,   with responsibility for application, data design, identifying technologies that support interoperability, sharing of data among different information systems and networks,  across various facets of Information Technology, managing infrastructure services, architecture services, application-related services, Application Program Interface (API) services, data services, web services, interface services, microservices, security services, and system documentation.
  • Serves as the System Owner for SAM.gov, provides guidance, leadership, and support throughout the entire lifecycle of IT product development for Agile Development, Operations and Maintenance (O&M) teams for SAM.gov. This includes taking full ownership of the code repository for SAM.gov, managing the deployment process from inception to final deployment, overseeing key development and O&M activities, and implementing continuous improvement processes, ensuring SAM.gov has a valid Authority to Operate (ATO) and managing Interconnection Security Agreements (ISA) for SAM with connecting systems  to enhance the quality and service delivery of SAM.gov.
  • Maintains a high degree of awareness and knowledge of open-source software products, especially in the field of open government data and collaborates with open-source developers and fosters the development of vibrant open source communities around the organization’s projects such as portal design, solution enhancements, content management systems, configuration management, web metrics, application testing, performance monitoring, and infrastructure maintenance in support of these data management services
  •  Serves in a senior technical advisory role by providing expert technical advice and assistance to the organization officials on appropriate techniques and methodology in the design, development, analysis, and study of systems applications that improve program operations, eliminate problem areas and provide cost benefits, including in the area of government-wide application programming interfaces (APIs) and API Key Management.
  • Leads efforts in the formulation policies, procedures, and standards for IT support while overseeing studies and analyses of the agencies overall Federal legislative and executive requirements and mandates by developing policy proposals, program changes, and technical IT processes to improve the programs to include SAM/IAE operations.
  • Analyzes business requirements for the development of overall plan, criteria, and programming specifications for program  projects and provides core input for designs, codes, test, and debugging of critical portions of the Integrated Award Environment (IAE)/new System for Award Management (SAM),SAM and cloud service data management software and services architecture. Serves as an Agile product manager responsible for leading, coaching, organizing, and assisting agile project team members. This work consists of managing multiple project teams and the required integration with other activities outside of the scope of the Agile teams.
  • Oversees project management activities and technical coordination of multiple projects and determines the extent of change in data warehousing, data management and data governance required by numerous end users and influenced by external developments, changes in work processes, and assessments of system/application data sharing and data warehousing performance.

The GS-15 salary range starts at $143,736 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience leading, managing, or supervising the development and operational support for acquisition operating systems. This experience must demonstrate extensive experience:

  • Working across various facets of Information Technology, managing infrastructure services, architecture services, application-related services, Application Program Interface (API) services, data services, web services, interface services, microservices, security services, and system documentation;
  • Leading a matrixed team of 25+ development, Operations and Maintenance and enabler teams of Contractor staff for the successful launch of a critical system that leveraged both modern open source and legacy technical architecture with custom software tools and technologies;
  • Implementing, cloud open source and emerging technology solutions (COTS) and initiatives following SecDevOps philosophies, practices, and technologies to achieve Continuous Integration/Continuous Delivery; and
  • Working in and leading Agile teams (Scrum and SAFe) using continuous integration.
