Duties

Help
  • Exercise initiative, originality, and judgment in the technical direction over the initiation, planning, design, and execution of multiple projects and programs within the Defense Communications System European Network.
  • Provide technical advice and guidance to the BLACK SEA Commander.
  • Develop long range plans required for efficient network communications and directs the day-to-day data communications operations of the network.
  • Provide on-site engineering direction and technical direction for restorable communications from non-operational or operations under hazardous conditions within the Balkans area of responsibility (AOR).
  • Maintain liaison with command levels, contractors, network station administrators, and using agencies to coordinate actions influencing Defense Integrated Services Network (DISN) network operations.

  • This position requires Temporary Duty (TDY) or business travel approximately 20% of the time away from your permanent duty station.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires the incumbent to be able to obtain the required baseline Information Technology Level 1/Information Assurance Training (IAT) II certification/recertification, within six months of employment and maintain updated certification.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This is a 24-month unaccompanied and/or accompanied overseas tour with possible subsequent extensions.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Information Technology Specialist (Policy and Planning):

Specialized Experience:
One year of specialized experience which includes: 1.) Planning and implementing tactical to strategic communications across the full range of operations; 2.) Providing technical direction over the initiation, planning, design, and execution of multiple IT projects and programs employing advanced areas of the communications/electronics field; AND 3.) Managing the systems planning, organization and evaluation of current and future network mission requirements for theater-wide systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.

Military Medical Treatment Facility (hospitals and medical/ dental providers are available in Constanta), (4.) Commissary (multiple modern grocery stores are located in the area/Post Exchange (AAFES Express is available on the installation and multiple modern shopping malls are located in the area)).
