The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated.

This public notice will be used to fill Public Notice for Expedited Hire (College Graduate) - Contract Specialist, GS-1102 positions at the GS-09 and GS-11 grade levels.

Duties may include but are not limited to:

  • Developing strategic plans in conjunction with program officials and Contracting Officer's Technical Representatives (COTRs) to define requirements, establish acquisition plans, and to give advice and recommendations on data that should be included in the procurement request.
  • Analyzing requirements and recommending the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements.
  • Preparing solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data.
  • Performing cost/price analysis, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies.
  • Planning and conducting negotiations on price, technical requirements, and terms/conditions of the contract.
  • Performing all contract administration functions.
  • Preparing final decisions within delegated authority on disputes and claims from contractor(s) and preparing draft recommendations for supervisor's approval on actions that exceed delegated authority.
  • Preparing close-out documents to close contracts which encompass review of project officer's certification, field and desk audit reports to resolve all findings, disposition of government property, and verification that the contractor's closing documents are complete and in agreement with the terms and conditions set forth in the contract.

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

  • Must have completed a bachelor's level or higher degree from an accredited institution within the previous 2 years. Veterans who have completed a degree and have an intervening period of obligated service of at least 4 years in the uniformed services, have a full 2-year eligibility period upon discharge or release from the uniformed service.
  • Must be a U.S. Citizen.
  • Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.
  • CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.
  • Direct deposit is required.
  • A two-year probationary/trial period may be required upon selection/placement.
  • This position may be subject to a Collective Bargaining Agreement.
  • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Degree Requirements: This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree within 2 years of applying for employment under this authority.

Note: For applicants who have completed a degree and served at least 4 years in the uniformed services, the 2-year eligibility period begins on the date of the applicant's discharge or release from the uniformed service.

AND

Basic Qualifications:

  • A 4-year course of study leading to a bachelor's degree with a major in any field; OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  • Meet the Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

AND

Minimum Qualifications:

GS-09: To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: performing contracting transactions from initiation to recommendation of award; procuring supplies or services; assisting with monitoring contractor performance; and reviewing contract files for completeness and closure.

OR

Have a master's or equivalent graduate degree in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management -- OR -- 2 full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., from an accredited college or university.

OR

Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position.

GS-11: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: providing contracting services for the acquisition of various services and supplies; negotiating contract prices; developing terms and conditions; and cost/price analysis.

OR

Have a Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management -- OR -- 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university.

OR

Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This position has a Federal Acquisition Certification (FAC-C)/(FAC-C P (Professional)) & continuing education requirement which requires the incumbent to earn 100 continuous learning points every two years beginning with the date of certification to assure skills training is current every two years.
