Help

  • Develops plans and recommendations relative to matching business requirements to systems and technology solutions.  
  • Implements plans based on knowledge of current program and project management techniques such as Agile methodologies and Human Centered Design.
  • Makes evaluative analyses of aspects of new or established programs including matters relating to program objectives, policies, work operations, resource estimates and utilization, and other related matters. 
  • Develops and recommends policies and procedures to ensure long and short range program plans and objectives.
  • Incumbent collaborates fully with Division Directors in the evaluation of forecasts for consistency with established policies, guides, and feasibility of accomplishment in relation to approved standards, goals and objectives.

The GS-13 salary range starts at $103,409 per year.

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience:

  • Analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs;
  • Conducting studies, analyzing findings and making recommendations on substantive programs;
  • Identifying or developing metrics to measure success of initiatives
  • Using quantitative and qualitative data to determine if success has been met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of a wide range of qualitative and/or  quantitative methods for the assessment and  improvement of program effectiveness.
  • Knowledge of FAS program goals and objectives and relationships with other programs and key administrative support functions within GSA/FAS.
  • Skill in oral and writing communication to  present and/or represent FAS; making programmatic recommendations and negotiating solutions to disputed recommendations. 

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
