Duties

Help
  • Serve as the Center's subject matter expert for contractor technical service requirements obtained through the Research, Science, and Engineering Services (RSES) contract, acting as primary point of contact for contract-related inquiries and issues.
  • Supervise personnel in the Vendor Management Office (VMO), including engineers, scientists, program analysts, and contract administration staff, to ensure effective and efficient office operations.
  • Provide contractual support and guidance to the Center's diverse research, engineering, and technology development disciplines, including cooperative activities with other contractors, NASA Centers, and Federal Agencies.
  • Collaborate with RSES Contracting Officer to monitor the performance of the RSES contract and ensure of compliance with terms, conditions, and deliverables.
  • Collaborate with internal stakeholders at the Center to identify contract issues, define requirements for new work, track performance, and develop solutions to mitigate contract risks.
  • Lead meetings with Contracting Officer's Representatives (CORs) and Technical Points of Contact (TPOCs) to discuss contract performance issues, process improvements, risks, corrective actions, recovery plans, and other contract-related matters.
  • Maintain communication with the Prime Contractor's management team regarding technical challenges and other contract operations details. Develop and implement contract management strategies to optimize performance and minimize risk.
  • Coordinate with the Prime Contractor's management team to define content of the Strategic Management and Innovative Research Plan (SMIRP), ensuring it meets the needs of LaRC Directorates and aligns with the Center's goals and 2040 strategic vision.
  • Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Serving as a subject matter expert in contract administration across the life cycle (e.g., review, negotiation, creation, execution, monitoring, contract renewal or termination) in the field of research, engineering, or technology development;
  • Leading or supervising a team in the delivery of technical services to ensure contract compliance;
  • Formulating contract management strategies to optimize performance and minimize risks.
