As a Program Manager, GS-0340-14, your typical work assignments may include:

  • Overseeing the planning, execution and governance of programs and their related projects that focus on the research, development and test and evaluation of emergency preparedness, response, recovery and management tools for hazardous materials and chemical, biological, radiological and nuclear threats and hazards.
  • Developing goals, policies, and objectives encompassing research efforts to develop tools, technology, guidance and systems to support the Department of Homeland Security mission.
  • Applying subject matter expert knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS) and related systems as well as foundational guidance, directives, and other procedures that indoctrinate emergency response principles and practices for hazardous materials and chemical, biological, radiological and nuclear threats and hazards to programs and related projects activities.
  • Coordinating and meeting with representatives of other elements of the S&T Directorate, other Components of the Department, other involved government agencies, and state, local, tribal and territorial partners.
  • Performing long range program planning of resource requirements to meet program needs, enhance program accomplishments, and comply with regulatory and policy requirements.

Qualifications

Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Developing goals and policies in support of emergency preparedness and response program; 2) Coordinating with internal and external stakeholders to develop and implement research plans, respond to customer needs, and/or resolve complex technical issues for solution delivery; 3) Directing cost analyses for projected activities to optimize use of resources and forecast budget requirements; 4) Performing long range program planning of resource requirements to meet program needs and comply with regulatory requirements.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be evaluated in the second assessment.

The second assessment will be a Subject Matter Expert Question and Answer session.
