This position is in the Office of Design and Construction, which is responsible for the design and delivery of public buildings. As a General Engineer you will:

  • Assist higher graded personnel on portions of the overall engineering/architectural project management responsibility for the projects, including business management of the building projects from the preliminary identification stage through initiation, planning, execution and project closeout stages. Assignments encompass limited managerial responsibilities concerned with assisting in planning, organizing, controlling, coordinating, reviewing, and recommending or approving design, construction and related work.          
  • Manage select aspects of the project’s finances with the client including preparation, presentation, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Recommend options/solutions to customer based on incumbent's personal knowledge of customer's current and future requirements.

  • Assist with performance review and assessment of design development documents, including the resolution of moderately complex design problems, as well as the preparation of documents for agency officials, client agencies, and contract A/E firms.

  • Conduct site investigations to determine feasibility, topography, site configuration, or condition of structure and essential data prior to initiating design. Evaluates data obtained, incorporating relevant features into design solutions.

The GS-09 salary range starts at $68,405per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ENGINEERS: 

 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding,  both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The  courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-07 in the Federal service.

Specialized experience Specialized experience is progressively responsible experience as a trainee applying professional engineering principles, concepts, and practices in the design of construction or alteration projects involving buildings or major building systems of moderate complexity; or assisting in the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having assisted in managing projects and/or portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

Two years of progressively higher level graduate education leading to a master's degree, or a master's or equivalent graduate degree that is directly related to the position.

A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge and skill to adapt standard design and construction practices and techniques to establish design parameters; and prepare project justifications and specifications for plans and designs for new construction and major renovation projects. Ability to communicate both orally and in writing.
  2. Knowledge of project management, financial planning and analysis.
  3. Knowledge of professional A/E principles, concepts and practices applicable to the design, layout, construction, repair and/or alterations to a variety of conventional structures.
  4. Knowledge of real estate processes and programs to include site acquisition, real estate markets, and financial management as it relates to real estate.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 
  • Qualified = Candidates scoring between 70 - 84
