The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Formulates, amends and verifies theoretical, statistical, and empirical models of analytical and experimental data from
many immigration data sources.
Plans, researches and implements the full scope of investigative projects requiring application of statistical theory
Apply a wide range of statistical principles, concepts, and methods.
Provides guidance and direction to junior staff in researching, analyzing, compiling, interpreting data analyses, and
using statistical software packages such as SAS, R, Databricks, and Tableau.
Provides statistical guidance to USCIS management officials as they develop the plans for agency programs, objectives,
policies, and procedures.
This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate)
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Assisting with analyses or segments of projects which require application of basic statistical principles, techniques, analytical methods, and data collection.
Assisting with organizing data gained from quantitative analysis by developing immigration population models and other presentation techniques that are to be used by leadership in the decision making process.
Assisting with collecting and analyzing data from a variety of complex information systems.
Preparing computer code to extract data from multiple systems and join the data together for use in analyses.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Independently conducting analyses or segments of projects which require application of basic statistical principles, techniques, analytical methods, and data collection.
Independently organizing data gained from quantitative analysis by developing immigration population models and other presentation techniques that are to be used by leadership in the decision making process.
