Duties

As a Deputy Director of Information Technology , you will:

  • Serve as principal advisor on specific application of information technology to the academic program. This includes matters such as student and faculty access to computers, and hardware and software for instructional purposes.

  • Participate in the strategic planning to implement the requisite information technology infrastructure for the entire Academy.

  • Organize, synthesize and direct planned efforts, develop estimates of resources needs for programs and activities administered by the Academy’s Department of Information Technology.

  • Resolve all technical matters to the design, development, implementation and maintenance of the Academy’s automated information system, academic computing resources, and associated processes and techniques.

  • Provide leadership and direction in terms of automation of evaluations and analysis efforts for program review and evaluations; provide technical advisory services for computer application and simulation training and plan, develop and implement a customer service program that meets customer computer needs.

  • Direct a staff and provide coordination and guidance to contractor personnel engaged in system analysis, telecommunications, management information systems, hardware and software acquisition and use, contract renewals and administration.

The ideal candidate is a highly motivated enthusiastic individual with the experience in application of information technology in an academic environment providing faculty, staff and student support.  Experience directing the work of professional and technical staff in designing, developing, installing, operating and maintaining complex technical systems.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in planning, developing, implementation and oversight of IT policies and procedures.
  • Experience in developing proper contract requirements and ensuring during contract administration the contractors meet the commitments of their contracts; including the timeliness and delivery of quality goods and services as required by the contract.
  • Experience serving as a subject matter expert on IT program management or as a consultant or coordinator in the management of IT programs and projects.
  • Experience acting as a liaison; establishing contacts and interacting with entities within an organization to accomplish IT program goals.
  • Experience in communicating, both verbally and in writing to all levels of service, Departments, and others outside the Department on matters relating to design, development, modifications and implementation of information technology.

The agency has the option of extending a term appointment up to the 4-year limit.
