As a Program Analyst (Data Analyst), you will:

  • Oversee and provide leadership and direction to broad data research projects of major policy importance, difficulty, and complexity, directed toward significant problems relating to goals and mission of PIH and HUD programs.
  • Access and manipulate large sets of financial and programmatic data to assess the financial and programmatic performance of the Public Housing portfolio (Public Housing Projects and Public Housing Agencies).
  • Program and refine highly complex databases to provide efficient, cost effective, and secure data warehouses.
  • Perform analytical work involving programs, systems, and operations to evaluate efficiencies, effectiveness, productivity, and compliance with rules, regulations, and policies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

Developing IT solutions using Microsoft Power Platform (i.e., PowerApps, Power Automate, PowerBI), VBA, Relational Databases (preferably Oracle), ETL, SQL, PL/SQL, and analyzing data to answer critical policy and business questions using data management tools and techniques.

Examples of such experience could include:

- Developing data-driven analytical reports and presenting that data to management; OR
- Addressing data anomalies, modelling and analyzing large volumes of financial and programmatic data, and applying analytical and problem-solving techniques to identify trends and issues, develop solutions, and make forecasts; OR
- Designing business systems and processes, using modern technologies (i.e., Microsoft Power Platform, Relational Databases, Access, VBA, Excel, Python) and techniques, to manage data and produce value-added programmatic insight.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
