As a Program Analyst you will be responsible for performing a variety of program management functions to include finance, budget, travel, purchasing, contract management and other general administrative and support functions essential to the efficient operation of the organization. Typical duties of the position are as follows:

  • Performs a variety of program management functions to include finance, budget, travel, purchasing, contract management and other general administrative and support functions.
  • Reviews and analyzes administrative support in the areas of finance and budget, procurement, and contract management. Conducts management studies, policy analysis and program support in the areas travel management, contract management and financial processes and procedures.    
  • Develops recruitment activities and monitors human resource statuses.
  • Processes Personnel Action Requests and manages the OCR staffing plan.
  • Uses qualitative and quantitative methods to assess progress toward program goals and objectives.
  • Conducts and prepares trend analysis and recommends modifications or revisions to managers.
  • Prepares reports and briefings for program or higher-level leadership which convey study results and recommendations.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the duty location. Positions include routine telework work arrangements that are geographically specific to the location described below.

The GS-12 salary range starts at $86,962.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is defined as experience performing analytical support work in the areas of finance and budget, procurement, contract management, and other general administrative functions essential to the efficient operation of an organization. 

The GS-13 salary range starts at $103,409.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is defined as experience analyzing and measuring the effectiveness, efficiency and productivity of complex administrative programs that include finance and budget, procurement, and contract management. Such experience must include:

• Conducting complex management studies, analyzing findings, and making recommendations on substantive programs.
• Resolving unique and sensitive problems or situations.
• Developing recruitment activities and monitoring human resource statuses.
• Preparing and/or conducting briefings for higher level management.

2. Knowledge of management and administrative regulations, guidelines, and processes.

4. Skills in written and verbal communication to prepare complex reports, administrative documents, policies, and procedures, and to solicit and present information and gain the cooperation of
others.
