Duties

Help

This position serves as a Section Chief within the Systems Coordination Branch (SCB) in the Associate Chief Counsel (Finance & Management (FM)), Planning and Finance Division (PFD). The incumbent supervises Management Analysts (Systems Coordinators) and other Management Analysts who administer Counsel's case management systems, Counsel Automated Systems Environment (CASE), Counsel Automated Tracking System (CATS), and/or any future or related systems. In addition to day-to-day functioning of the Section, the Section Chief leads the Branch's most complex projects and programs and works cross-functionally on Counsel-wide projects requiring systems expertise.

As a Supervisory Management Analyst, you will:

  • Assist the Branch Chief in providing leadership to Coordinators and various other key stakeholders regarding reporting problems for field data, changes to the automated systems, software programs operating guidelines/manual/instructions and operational reviews;
  • Compile and analyze data, design and produce special ad hoc reports for management to include trends in workloads and staffing and mid-year and year-end accomplishment of goals;
  • Serve as a liaison to appropriate principals in the Technical Services Support Program to back up core functions (i.e., processing of incoming Tax Court petitions), and to recommend and implement joint process improvements (facilitated by an increasingly electronic environment), and to support modernization efforts;
  • Analyze workload trends and tracks organizational needs to recommend staffing and resource requirements and supports development of new or revised position descriptions. Work with Field supervisors to identify issues and resource needs or Field administrative staff related to case management responsibilities; and
  • Oversee day-to-day work of Management Analysts (Systems Coordinators) and other Management Analysts, assist the Branch Chief in monitoring and adjusting workload and suggesting the optimal staffing arrangement for the Branch in support of current and evolving system responsibilities.

To qualify for this position of Supervisory Management Analyst, you must meet the qualification requirements listed below by the closing of this announcement:

For GS-13:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: High level of knowledge of the operation, rules, procedures, practices, and basic design of Chief Counsel's automated management information systems; experience establishing, implementing and maintaining control systems for program operations and/or data integrity; Advanced experience inputting data into Counsel's management information systems and maintaining and updating the system; Producing reports and conducting analyses with a broad impact using data from Counsel's management systems; experience reviewing processes and offering recommendations; experience implementing change as it relates to Counsel's case management systems and/or related processes; and experience liaising with diverse set of stakeholders.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

  • THIS IS A TEMPORARY PROMOTION OPPORTUNITY NOT-TO-EXCEED 1 YEAR. AT THE END OF THIS 1-YEAR ASSIGNMENT, INCUMBENT WILL RETURN TO THEIR FORMER POSITION OF RECORD. THIS POSITION MAY BE EXTENDED FOR AN ADDITIONAL 1 YEAR OR CAN BE MADE PERMANENT WITH NO FURTHER COMPETITION.
Conditions of Employment Continued:
  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
