As the Lead Management and Program Analyst, you will:

  • Serve as a senior coordinator and strategic liaison establishing and maintaining mutual understanding and cooperation with the human resources (HR), FAS front office, and FAS workforce transformation staff on strategic GSS program office personnel matters, including workforce planning strategies, development of staffing plans, training, succession planning, capabilities assessments, and leadership development.
  • Serve as a team leader ensuring the organization’s strategic plan, mission, vision, and values are communicated and integrated into team strategies, goals, objectives, work plans, and work products and services.
  • Provide expert leadership and technical advice on workforce management and program support programs and initiatives to team members and disseminates and communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review as well as deadlines and timeframes for completion to the team.
  • Research, identify, and apply wide range of complex qualitative and quantitative techniques to identify, assess, analyze, evaluate, and recommend improvements in the effectiveness and efficiency of program office business lines.
  • Make recommendations for the development or modification of new guidelines (e.g., policies, operating procedures) and initiatives to achieve established goals and improve the performance of operating programs.
  • Coordinate with the Office of Human Resource Management (OHRM) on all transactional Central Office reporting GSS personnel matters, and serve as a management liaison for items to include classification of position descriptions, position risk determination surveys, personnel action requests, reviewing and editing job analyses and vacancy announcements, providing routine guidance to selecting officials on proper hiring procedures, ensuring the accuracy of workforce and payroll reports and initiating corrective action where needed, coordinating staffing needs into budget requests, assisting with performance planning needs, and processing non-APPAS related awards.
  • Prepare and conduct briefings for management, provide recommendations or action plans, and provide guidance and direction for implementation of recommendations. Build and maintain contacts with other subject matter experts internal and external to the agency.

The GS-14 salary range starts at $122,198 per year.  Locality pay will be determined once the selectee's duty location has been established. To view current locality rates, visit – 2024 Pay Schedules

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience must reflect expertise in consultation, analytical and managerial assistance related to organizational effectiveness and structure. This includes the development, management and monitoring of programs and operating policies related to administrative management, strategic planning, performance management, budget/staffing analysis and justifications, communication flow, employee morale, training, productivity, working relationships and career development.

  • Ability to lead a team of diverse personnel with varying knowledge and skill levels in the successful accomplishment of program office activities.
  • Skill in interpreting data and using that interpretation to create, negotiate, implement, and refine a cross-organizational initiative.
  • Ability to interpret policy and use that interpretation to provide recommendations to and negotiate effective courses of action among leadership in a matrixed organization.
  • Knowledge and skill in initiating, negotiating and completion of personnel actions.
