Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Assist with the acquisition of data, combine and prepare data for analytic needs, plan and execute the analysis of data, generate diagnostics, compare model results, and advise on a range of decisions that produces the most desirable set of outcomes.

-Work as a part of a team to build projects from start to finish. Participate in projects and make proposals for new and innovative projects within the Office of the Chief Data Officer (OCDO).

-Work with members of the Office of Data Transparency to identify appropriate business solutions to the client's challenges, translate those solutions into conceptual analytic approaches, and work with teams to execute. Provide feedback and insight to junior staff, contractors, and interns.

-Perform analyses of large-scale data using distributed and parallel computing methods, programming languages and architectures for high performance computing, and strategies or approaches that optimize memory, storage, I/O, and other system resources for model execution.

-Refine policy and business questions to develop hypothesis to establish scope and methodology, identify and acquire internal and external data sets, metadata, and other system, application, or contextual information needed for specific analytic problems.

-Read, interpret, write, modify, and execute scripts (e.g., SQL, R, Python) on systems (e.g., those that perform tasks such as: parsing large data files, automating manual tasks, and fetching/processing remote data).

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Experience in all stages of the data analytic cycle, including data collection, preprocessing, analysis, and visualization Proficient in designing and implementing complex data analysis plans and strategies; AND
- Experience with programming languages such as Python, R or SQL for advanced data manipulation, statistical analysis and machine learning model development; AND
- Excellent communication skills to effectively convey complex data analysis results to technical and non-technical audiences. Experience in producing high-quality report, interactive data visualizations, and impactful presentations; AND
- Experience leading and managing research projects independently. Experience in formulating research strategies, collaborating independently with interdisciplinary teams, and mentoring junior data scientists in research methodologies.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Extensive experience in all stages of the data analytic cycle, including data collection, preprocessing, analysis, and visualization. Proficient in designing and implementing data analysis plans and strategies. AND
- Experience with programming languages such as Python, R, or SQL for complex data manipulation, statistical analysis, and machine learning model development; AND
- Experience effectively presenting and communicating complex data analysis results to both technical and non-technical stakeholders. Experience in creating comprehensive reports, interactive data visualizations, and engaging presentations; AND
- Experience conducting independent research with minimal supervision. Experience in formulating research questions, designing experiments, and applying advanced analytics techniques to generate actionable insights.

Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Experience in conducting data collection, preprocessing, analysis, and visualization tasks as part of the data analytic cycle; AND
- Experience with at least one programming language commonly used in data science, such as Python or R, to perform data manipulation, statistical analysis, and simple machine learning tasks; AND
- Experience effectively communicating and presenting data analysis results to both technical and non-technical stakeholders and creating clear and concise reports, data visualizations, and presentations; AND
- Experience applying critical thinking and problem-solving skills to address data-related challenges. Experience in identifying patterns, trends, and anomalies in data sets to derive meaningful insights.

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
OR
You may qualify by a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Education

Basic Requirements for this position include:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
